The future of mobility and logistics
Minister Giovannini presents the strategic lines of development
Appointment in Rome on 11 October

 


It will be one of the last or perhaps the last public appointment of Enrico Giovannini in his capacity as Minister of Sustainable Infrastructures and Mobility: the presentation of the Strategic Guidance Document for sustainable mobility and logistics for the next ten years will seal his activity in one of the most important government departments. The date is set for 11 October, a couple of days before the inauguration, on 13 October, of the new Chambers that will be elected with the vote of 25 September.
It will be the last event under the Moveo banner, the path of meetings and consultation of stakeholders promoted by the Ministry to accompany and guide the preparation of the document. Precisely this process of involvement and participation of associations - including TTS Italia -, companies, experts and university professors is the most important innovation that has been introduced with respect to the construction of previous planning documents.
The Strategic Policy Document "does not draw a static framework but a dynamic process capable of adapting to context conditions and future scenarios that today's uncertainty makes very variable", these are the words with which Salvatore Rossi, the former economist, defines him. director of the Bank of Italy and current president of Telecom Italia, who chairs the commission that coordinated it. A process that aims to foreshadow how logistics and transport will evolve in the future and consequently how to plan their development to meet the new mobility needs of citizens and businesses, as they emerge.

The participation. The three appointments in Milan, Naples and Florence that were organized in July involved over 300 people, an unprecedented direct participation to which the thirty experts and academics of the Scientific Committee chaired by Professor Ennio Cascetta, who brought together the skills of Mims executives and scholars from various backgrounds, many of whom already hired at the Ministry's Technical Mission Structure. Around three general macro-themes: the logistical needs of strategic production chains, intermodality and cities.
The participation of many company heads both in terms of demand, i.e. manufacturing and tourism, and supply, logistics and transport operators - also for the first time - as well as the leaders of the associations, an extensive and widespread participation also from a geographical point of view, it was the architrave on which the Ministry's project was based. The goal was to make the analysis of the situation of the sector in our country as objective and real as possible, highlight the criticalities that operators experience day by day, anticipate the challenges they will have to face in the future and propose general lines of action for the mobility of passengers and goods.
So as to bequeath to the Minister and the government, who will soon set up a knowledge base widely shared with the stakeholders for the definition of the next legislative and operational policy choices. Having as underlying drivers, which innervate the whole document, the two main transitions we are experiencing: the ecological transition declined in sustainability, economic, environmental and social and the digital transition.

The innovation. Participation is flanked by three other innovations that it is right to point out, two of content and one of method. Let's start with the latter. To define the logistical needs of the country, as in all the previous plans, the starting point was not taken from the offer, for goods in particular analyzed by vertical sectors - air, sea, rail, road - but from the needs of six production chains strategic for Italy, from agri-food to pharmaceuticals and chemicals, from automotive to metal to mechanics and electronics, from design to fashion to furniture and tourism. Changing the angle of observation also changes the final objective which is to promote and support a logistics and transport system that is at the service of the economy, its growth and the competitiveness of the territories rather than the mere quantitative increase of passengers and goods transported.
The content innovations concern two of the eight chapters in which the document is divided: technology and work that are added to the chapters on the macro-economic framework, on the demand and supply of passenger and goods mobility, on environmental sustainability, regulation and incentives entitled “Between State and Market”.

The human factor. For the first time, work and human resources acquire equal dignity with infrastructures and transport and logistics services: the women and men called to manage them are fundamental, without them there will be no future. The sector has a shortage of employees at all levels, from the lowest - general labor and porterage - to vehicle drivers - truck drivers, public transport drivers, train drivers, crane operators in ports and interports, workers to the trolleys in the warehouses - a real national emergency, to the more sophisticated ones, IT technicians, graduates and post-graduates essential for digitization, experts in AI, cybersecurity, big data and emissions counting. To which it is essential to work both by making the various jobs and professions more attractive, improving the quality of work and the quality of life, and by intervening on training - today largely entrusted to private individuals - through the construction of a public education chain, from professional training with the involvement of the Regions to post-graduate with the university universe.

The technology. And finally the chapter that more directly involves TTS Italia, technology at the service of the mobility of people and goods, entrusted to the expert hands of Professor Vito Mauro. The foreseeable evolutions can be grouped into three major areas: the decarbonisation of vehicles and transport systems to mitigate global warming; the digital transition with two areas of action: processes and services for passenger transport and logistics and transport systems and infrastructure management systems; self-driving and connected vehicles.
The innovative services for the mobility of people could not be missing, namely the Mobility as a Service (MaaS), alongside those for the mobility of goods, the Logistics as a Service (LaaS), which someone, however, calls FaaS (Freight as a Service): the public platforms under construction will be preparatory to the opening of the market to private operators and will establish formats, standards and procedures to promote interoperability as required by the EU Regulation 2020/1056 on digital information in logistics. So as to allow companies to interact through digital documents. Focus also on Intelligent Transport Systems, essential for a successful outcome of the transitions underway since they enable solutions for passengers and freight, on Urban Air Mobility and finally on the resilience of infrastructures and transport systems.
After the last public presentation and consultation event, on 11 October in Rome, to which all those who participated in the construction process are invited, the Strategic Guidance Document for sustainable mobility and logistics will be drawn up in its final form. and distributed to the more general audience of stakeholders, in particular to sector associations. It will be the legacy to the next Parliament and the next Government.

TTS Italia at the 28th ITS World Congress in Los Angeles

In the heart of the City of Angels, the 28th ITS World Congress took place from 18 to 22 September 2022 under the motto 'Transformation by Transportation'.
TTS Italia took part in the European Pavilion coordinated by ERTICO-ITS Europe together with its partners EngiNe, Kria/LaBConsulenze, OpenMove and Sinelec, who presented the latest innovations for intelligent and sustainable mobility.
Moreover, in the framework of the European project SHOW (SHared automation Operating models for Worldwide adoption), TTS Italia has presented the paper 'Ethics and liability issues in Autonomous Driving', focusing on the lack of international standards in the field of autonomous driving, also with regard to the issuing of authorisations for trials and tests, focusing on ethics and liability issues and on the Italian pilot, in Turin, implemented within the project.

Trafficlab is a traffic and transport engineering laboratory. It has recently been converted into a company and registered in the special section for innovative start-ups. Engaged in the development of cloud platforms and advanced technological solutions that offers traffic monitoring and regulation of new generation intelligent transport systems thanks to its artificial intelligence models applied to cameras and big-data. The main activities are the design and installation of innovative solutions for traffic monitoring and analysis for motorway concessionaires, private and public entities.


PRODUCT OF THE SPOTLIGHT
WeTraffic Pro: a new idea of a traffic platform

The availability of huge data sources combined with the implementation of specific algorithms, allow the use of new models guiding the evolution to the data driven economy. Wetraffic Pro was developed with this in mind. Wetraffic Pro is a cloud platform for traffic monitoring, analysis and planning that combines real-time data (DataFromSky FLOW), FCD data (TomTom) and machine learning models for traffic estimation. Composed of tools for monitoring, management and estimation, it allows to support, verify and validate decisions in the sector of policies, strategies and interventions for mobility, also with a view to pursuing the objectives required by the European and national guidelines (Smart Road, PNRR, SUMPs).

Entirely developed by our research team, Wetraffic Pro is a cloud platform that provides traffic and environmental quality data by integrating multiple data sources into a single environment. The system architecture is entirely composed of cloud-native and serverless elements provided by Amazon Web Services, therefore highly reliable and scalable. Thanks to the direct collaboration with the cloud architects of Amazon Web Services and the participation in the AWS Activate Founders program, it was possible to design and develop the infrastructure of Wetraffic Pro.
React and Leaflet are the main open-source software that were used to develop the user interface, while a global coverage content delivery network, specifically AWS Cloudfront, was used to provide rapid accessibility to the tool.

On the other hand, the set of tools for processing road graphs is proprietary, in particular graphlib.py, a Python tool developed entirely by Trafficlab, which allows you to produce graphs conforming to the standard required for Smart Roads (DM 70/2018- Annex D). For each stretch and road junction, ETL (extract transform and load) processes are performed, interfacing our databases with various mobility providers with whom we have signed collaboration agreements.
This information is accompanied by our advanced traffic monitoring stations with DataFromSky® technology, of which we have been part of the development process since 2013. In particular, thanks to the innovative FLOW framework, we are able to transform any existing video camera into a powerful tool. for road traffic analysis to evolve from static to dynamic video surveillance.

The data is now ready to be processed by the machine learning algorithm which, with a traffic simulation approach based on the data driven models (DDM) technique, allows to predict the data by estimating the traffic state in real time from the previously stored data. This solution does not need to "explain" to the model complex intrinsic network dynamics based on traffic flow mechanisms (cost functions and car following). The approach in data-based models, in fact, is diametrically opposite to that based on simulations agent based. Travel times, speeds, delays, queues, environmental and meteorological levels are known through FCD data, in real time for the entire network and for each road arc.

Recent funding for cloud platforms for traffic analysis shows that there is a real need for such tools, what do you think?
In fact, the MISE tender on Smart Mobility, with the specific challenge "Innovative solutions for decision support with predictive / adaptive functions for Smart Mobility" as well as the very recent call of the Lombardy Region "Smart Mobility Data Driven" are a clear response to a real need for the Public Administration in the matter. More and more municipalities are asking for tools that can monitor, analyse and above all estimate traffic in the streets: WeTraffic Pro provides all these elements with simple and intuitive graphics. These solutions can be adopted by Metropolitan Cities as well as minor administrations: the important thing is to give each customer a tool commensurate with their purposes.

The WeTraffic platform already has several modules (real-time map, camera monitoring, traffic estimation) what are the next developments?
The WeTraffic Pro platform is the result of nearly 2 years of development, testing and research; version 0.2 was recently released and customers with an active subscription will be able to use it at no additional cost. An excellent job has been done in studying congestion and anomaly indices; the display of real-time traffic data has also been improved. Our customers continuously give us important and positive feedback. For this reason, we are developing the "events" module which will allow you to manage a lot of information in real time and which will allow the various administrations to exchange important data for traffic management thanks to the DATEX II protocol (v.3.3) of which the module under development is according to.

FCE Catania's new digital ticket by Almaviva's MOOVA

Getting around Catania and the Etnean territory is becoming increasingly easier for travellers, tourists and residents. A few clicks are all it takes to purchase a digital ticket for the railway, metro or bus line, through new digital channels such as the APP and the sales portal.
Presented on 16 September in Catania, the new digital ticketing system for purchasing travel tickets was developed by Almaviva for Ferrovia Circumetnea on the MOOVA platform. The novelty concerns urban public transport in this first phase, but the new service will soon be extended to extra-urban transport as well.

The new ticketing system marks the beginning of an important digitalisation process that will eventually be enriched with new functions to facilitate the management of the new integrated mobility, which is more efficient and in line with the principles of Green Public Procurement (GPP) and the objectives outlined by the National Recovery and Resilience Plan (PNRR) on digital transition and sustainable development.
The new system enables simple and flexible management of the entire fare system and all connected devices, centralising data on sales, validations and controls.
Stations and stops also change their face and are being renovated according to a hardware and software modernisation plan: not only the new digital ticket but also new gates and new validators in order to improve and optimise all the services managed.

This is an important step towards the digitalisation process of mobility in Catania and Etna, which begins with the introduction of a modern, centralised and integrated ticketing system. A project that introduces new features.
“Ferrovia Circumetnea offers its users and travellers an improved transport service full of new potential, becoming the promoter of an integrated mobility system with the aim of involving all public and private transport operators in the area.
The challenge is a real shift towards digitalisation and integrated, innovative, efficient and modern mobility management”, says the top management of Ferrovia Circumetnea.
"We have introduced software and hardware tools capable of standardising the management of urban and suburban transport services and of monitoring sales flows and passenger mobility, with the possibility of collecting data and information on demand, to respond quickly to the new needs of today's travellers with targeted services".

Anas: the future of Smart Roads is already here

The development of the road network involves the technological adaptation and the digitalisation of the infrastructure by enabling communication among users, operators, and vehicles. This is done with the aim of introducing advanced automatic driving assistance services and reducing accidents. In this scenario, the ambitious “Anas Smart Road” Programme was created.
The core business of Anas, a company of the Italian FS Group, is road infrastructure, which evolves hand in hand with the mobility ecosystem. In this scenario, Anas becomes the pioneer, designer and incubator of innovations and technological development and acts as Europe's largest Smart Mobility laboratory.
The “Anas Smart Road” digital platform integrates the most innovative technological solutions that make the most of the Industry 4.0 digital transformation paradigm our country is experiencing, based on IoT technologies, Big Data, Artificial Intelligence and cloud computing. It is a combination of systems and sensors installed on roads, bridges and tunnels that feed artificial intelligence algorithms to support infrastructure maintenance. “Anas Smart Road” also means achieving fundamental objectives for the mission of Anas and the entire country, such as reducing the number of accidents on the roads, improving travel comfort and traffic conditions; these objectives are to be achieved through the efficiency of road management and the enhancement of conditions-based maintenance through the extensive use of artificial intelligence.


Highway 51 “Di Alemagna” – multi function pole

In order to implement the Programme, Anas has foreseen a total investment of about EUR 1 billion. The activity carried out by Anas in this very first phase can already be seen in the Veneto region on State Road 51 “di Alemagna”, the so-called “Smart Road of the Alps”, and in Lazio on the A91 “Rome-Fiumicino Airport Motorway”. On the other hand, works are being carried out in Calabria on the A2 “Autostrada del Mediterraneo” whose Green Island is expected to be completed in autumn 2022, and whose works along the section are expected to be completed by the first half of 2023. Similarly, by mid-2023, works are expected to be completed in Sicily, for the Catania Beltway and the A19 “Palermo-Catania Motorway”, whereas in Lazio, the works along the A90 “Grande Raccordo Anulare di Roma” motorway and along the E45-E55 “Orte-Mestre”, works will be completed in 2024.
Starting from 2023, the first instalment of this investment will be extended to the entire Italian territory and, namely, to the other sections belonging to the TEN-T, core and comprehensive network for a total kilometre extension of about 2,400 kilometres and an investment of about EUR 750 million for which completion is planned for 2026.

Anas Green Island

The Smart Road is a complex C-ITS system, i.e., an intelligent transport system that allows connection among users, vehicles and infrastructures and enables the sharing of information between users and operators to provide advanced services. On the A91 and SS51 sections, and soon on all Smart sections, the Day 1 and Day 1.5 services of the European C-ITS platform are being planned and tested. In detail the system warns of: a fixed construction site; a slow-moving vehicle; a stationary vehicle; a damaged vehicle; an emergency vehicle; the need for emergency braking; adverse weather conditions; traffic conditions; the condition of the road surface; speed limits; road signs; a vehicle going in the wrong direction; an obstacle on the road; an animal on the road; a lane closure; a road closure; a danger.
The "Anas Smart Road" App is crucial as this mobile application was created with the intention of facilitating driving along Anas roads. The App has been developed for iOS and Android systems, with a view to transforming the user's mobile device into a "co-pilot", on Smart Road and non-Smart Road roads; it is supported by the 3G/4G mobile radio network or to the Wi-Fi-in-Motion network. This is done to provide users with real-time information on the route. Leveraging mobile and IoT technologies to provide users with better travel experiences with respect to attractiveness and usability, with a view to minimising distractions while driving, notifications will be mainly voice-based and provide users with real-time information regarding their route.
The digital transformation process becomes clear with the prioritisation of certain C-ITS services, which the Smart Road Decree refers to as Day 1 and Day 1.5 services. These C-ITS services offer users all the information they need for a safe and informed journey. Thus, by offering the user all the information deriving from the implementation of the following services, the Anas Smart Road App links the road and the user, informing them of any events on the route through graphic and voice notifications.
 
Smart Road and infrastructure monitoring
The Smart Road is equipped with a set of sensors and technologies with a view to implementing various monitoring systems affecting the road infrastructure, with the aim of increasing user safety. These sensors are used for traffic, the stress of artefacts, weather conditions, bridges, viaducts and tunnels monitoring. Their operation is guaranteed by technologies such as, but not limited to, IoT, Big Data, Machine Learning, Artificial Intelligence, C-V2X connectivity.

Anas Smart Road Centre

Currently, experiments are being conducted on 40 works of art to implement a monitoring solution based on a combination of IoT sensors, Big Data platforms and Machine learning algorithms. By combining these elements, Anas aims to introduce a methodology for the ongoing long-term monitoring and analysis of a work of art aimed at understanding its condition and estimating the risk associated with any degradation process identified.
In addition, the “Good Vibrations” testing has been launched on the SS51 and the A91, which, in cooperation with the Massachusetts Institute of Technology (MIT) in Boston, aims to monitor the condition of bridges by means of data acquired from the sensors of road users' smartphones.
The system has already successfully undergone an initial phase of installation and verification through the smartphones of Anas operators. The goal is to extend monitoring of the entire Anas infrastructure asset, thus improving the predictive capacity and maintenance on the most critical structures.

Comark sensors cover 36 WIM sites in Argentina

COMARK will supply its PROFILER in 36 WIM (Weigh in motion) sites in Argentina.

The client of the project is DNV - Dirección Nacional de Vialidad (Ministry of Transport and Public Works of Argentina).
This is a 7 million USD project which was won by our local customer and partner.
The project consists in detecting the weight of trucks traveling on the motorway and exceeding the maximum allowed value. All this, without the truck driver being forced to stop.



How it works:
The truck driver who will travel on the motorway will find a system of cameras, VMS and related WIM weighing system in a precise point. If the weight of the truck is within the permitted limits, it can continue its journey without stopping, otherwise a message will appear on the VMS inviting the driver to divert to the public weighbridge for further checks. Once the truck driver has reached the public weighbridge, there will be weighing systems that will detect the weight, while the COMARK PROFILERS will detect the height - length and width of the vehicle. The truck must comply with the dimensions and not exceed those permitted by law and the COMARK profilers with their precision also meet this parameter.
The Profiler also provides a signal to a traffic light to manage the movement of vehicles on the weighbridge.
The project also includes an anti-evasion system based on cameras, license plate detection and sanctions.

Why was the COMARK Profiler chosen and What advantages does it offer compared to other systems?
The profiler is equipped with 3 laser scanners that work cooperatively. The control units are equipped with a CPU and process the collected information and transmit it to a master and two slaves that process it obtaining the following parameters:
• Height
• Width and
• Length
the result of which is a three-dimensional image (3D file) like the one seen in the photo below.
The system, which, as we have said, is composed of three laser scanners, two of which are installed on the right and left side of a gantry, while the third is placed on a pole or on a second gantry in the front position.
In addition to detecting length, height and width, the profiler is also able to provide parameters such as Vehicle speed and class.

Traffic monitoring and control renewed in the Province of Pavia

In the municipality of Belgioioso, a road safety project kicks off thanks to the Maggioli Group, a leading partner in the sector with consolidated experience in process and technology innovation.

The Municipality of Belgioioso has promoted an economically more advantageous tender procedure which has rewarded the innovation and cost/performance ratio of the Maggioli Group's proposal.
Two traffic monitoring stations with electronic speed control functions and four red-light crossing control stations have in fact recently gone into operation.
An important implementation of the Autosc@n project in line with the PNSS (National Road Safety Plan). The two lots, comprising both speed detection station systems and red light violation detectors, were part and parcel of the Autosc@n Speed and Autosc@n Red solutions, an expression of applied technological evolution that combines Road Safety control with a traffic monitoring function.

The following solutions have thus found concrete expression:
• Autosc@n Speed, the module that manages the system for detecting and fining speeding offences
• Autosc@n Red, the module that manages the system for detecting vehicles that cross red lights and which replaces the systems used until recently by the Local Police Department.

The data collected will be accessible via SaaS (Software as a Service) and stored on AgID-qualified CSPs (Cloud Service Providers).
The 'electronic eyes' will ensure the detection of vehicle traffic and document any violation of the Highway Code. An integrated solution which will enable the police to obtain more information and ensure greater security and urban digitisation, in line with European sustainable development objectives.

Geotab study on the electrification of fleets: in Italy more than 7 out of 10 vehicles could switch to electric and save, with over 7 tons of CO₂ less for each vehicle replaced
Geotab - global leader in the field of IoT and connected vehicles and TTS Italia ordinary member, presented the results of a new study that estimates the impact of the transition to electricity in Europe in environmental and economic terms. The analysis showed that, among the fleets made up of light commercial vehicles, almost 60% of the vehicles could be replaced by a fully electric version with a significant cost and emission saving. The results were calculated thanks to the Vehicle Sustainability Analysis tool. The United Kingdom boasts the highest percentage of vehicles capable of guaranteeing autonomy (89%), followed by Spain (85%), the Netherlands (85%), Italy (78%), Germany (77%) and France. However, continental Europe stands out in terms of profitability: the study found both good range performance and economic benefits for 71% of electric vehicles in Italy, with similar numbers in Spain (70 %) and Germany (69%). In the UK, however, the percentage is only 55%. Even a small discount can make a big difference. With an incentive equal to an average discount of € 6,500, profitability for electric vehicles in Europe would increase by 9 percentage points. Safety and flexibility: the scooter of the European project DREEM passes the test of testers
Officially ended the Turin pilot project of the DREEM electric scooter, funded under the Horizon 2020 program (101007085) and involving three important realities: PUNCH Torino Spa - coordinator of the project itself -, TO.TEM S.r.l., a start-up created by PUNCH Torino which develops micro-mobility vehicles, and 5T Srl, an in-house providing company of the Municipality of Turin and Ordinary member of TTS Italia, Regione Piemonte and Metropolitan City of Turin, members of the Platform of Local Authorities of TTS Italia. The experimentation on the territory started in April and ended in July, involving 35 employees of PUNCH Torino and 11 employees of 5T, most of whom in the 35-44 age group. During the pilot, the testers were able to use the electric scooter and the inflatable helmet developed within the project for a period of 7 days each. During the test days, the testers compiled a daily diary on the experiences of use and participated in an interview when the vehicle was returned. An interesting preliminary data emerged from the results collected: 15% of the participants habitually use or have used in the past the scooter (owned or shared) as a means of travel. But 28% of the total said they had never tried one. The feedbacks collected were mostly positive, especially in the safety aspects: most of the testers highlighted the stability of the vehicle and the perceived safety, thanks to the 3 large, shock-absorbing wheels. Driving was pleasant, even on uneven surfaces. And finally, some aspects of comfort were reported such as the driving position with feet parallel, starting the engine without kick and the ability to transport the vehicle like a trolley. The "Navigator" function of the app associated with the scooter during use was also appreciated. Critical aspects also emerged, which will be useful to the DREEM partners to calibrate the objectives of the project, such as: the size and weight of the scooter in "foldable" mode that does not facilitate short journeys on foot in the case of multimodal routes.

Among the speakers, the Vice President of TTS Italia, Bruno Pezzuto who on September 15 took part in the opening session entitled "NEWS REGARDING ROAD CIRCULATION" with a speech on "The management of authorizations, permits and parking and transit with particular reference to the ZTL - The CUDE database implemented by MIMS ".
In general, the event program focused on the analysis and definition of tools and operational models capable of guaranteeing concretely effective responses to the needs of legality, safety and compliance with the rules of coexistence, with the now consolidated awareness that this can only happen by taking into account all areas of intervention of police activities. Parallel to the conference program, the participants were also able to visit a large exhibition area to get to know and directly test the new products and the latest technologies, check the practical solutions that are ideal for their professional needs.
