Everyone agreed at the TTS Italia conference on the digitization of infrastructures: “The technologies for smart roads are there, now a business model for services needs to be created. But all the actors have to sit down and work together”.

 

 

It was the novelty of TTS Italia in this first part of 2023, the project on which the new working group of the association was engaged: the digitization of infrastructures and the possible ways and solutions and the steps necessary to move from ideas to practice, especially for the implementation of smart roads. It goes without saying that it then became the subject of the annual conference, this time in the heart of Rome, a stone's throw from Piazza di Spagna, so as to present the conclusions reached by the discussion involving members and stakeholders. A collective elaboration presented by the Secretary General Olga Landolfi - immediately after the greetings of the President of TTS Italia, Rossella Panero, and before the intervention of the Deputy Minister of Infrastructures and Transport, Galeazzo Bignami - which was the subject of the discussion throughout the day .
Landolfi presented the association's Position Paper, entitled "Solutions for the digitization of road infrastructures", to a large and attentive audience. After having examined the national and European regulatory context and the strategies, initiatives and critical issues relating to digitalisation, she focused on the heart of the document: the positions of the working group and the intervention proposals for national road infrastructures, with a focus on smart roads.
Three main requests on which TTS Italia has lit a beacon, connected to each other. “The experiences achieved so far show that ITS, Intelligent Transport Systems are fundamental tools for safer mobility - explained the secretary general -. To promote multimodal, connected and automated mobility, the first fundamental step that we ask national institutions to take is the transposition of the new ITS Directive, which is expected to be published shortly by the Commission. It will then be necessary to adopt a new ITS Decree and above all, a new National ITS Action Plan which identifies the priorities for the next five years in terms of ITS and smart roads".
Landolfi hoped that for these priorities - unlike what happened with the 2014 Plan - deadlines would be set and, above all, the resources necessary for their implementation would be made available. To avoid delays or failed implementations, especially by local authorities, which often do not have their own funds for this use.
“To speed up the digitization process of the road and transport infrastructures in general - he continued - in addition to the need to overcome the critical issues of a technological nature, from the lack of coverage of the telecommunications network to interoperability to the limited monitoring of artefacts up to cybersecurity, they must the critical issues of local authorities and the public administration can also be overcome". Like, for example, the lack of adequate professional figures which often ends up becoming a real brake on technological evolution. The other critical issue is the difficulty in purchasing "services" - such as road maintenance and IT systems, software, specialized system management resources - because they must be managed with "current expenditure" budgets that are too often lacking, despite the economic willingness to make "investments" in infrastructure and hardware. Theme, this of the need to adjust the current expenditure of local and central administrations, on which several of the speakers invited to the closing round table focused.
Deputy Minister Bignami focused on the safety of both road and railway infrastructures, in particular of tunnels, viaducts and bridges: "Digitalization can help in the monitoring work - he underlined - and thus guarantee safe as well as efficient transport with an eye to sustainability. This is a sector that has strong potential and in which we can be leaders”.
We then moved on to the story of the experiences of the C-ROADS projects in Italy, the subject of the report by Chiara Russo, the Ministry of Infrastructure and Transport, the national cases of Roma Servizi per la Mobilità, the Municipalities of Turin, Verona and Trento and of the Brenner motorway, and the technological solutions of Almaviva, Cyclomedia, Famas System, Movyon, Sodi Scientifica.
The round table was opened by Alessandro Musumeci, head of the technical secretariat of the Undersecretary for Technological Innovation, the honorable Alessi Buti: "The National Recovery and Resilience Plan allocates 16 billion euros for digitalisation, a unique opportunity for the Village. We are completing the third tender for Mobility as a Service projects, the one that will assign 16 million to 7 regions, resources that can create an avalanche effect. In this project TTS Italia plays a fundamental role”.
Mario Nobile, new director general of the Agency for Digital Italy, highlighted how as many as 35 million Italians, or about 70% of the resident population, have a digital identity: "In this field, Italy is one of the countries more evolved. The digitization of infrastructures – he added – must evolve from digital twins to digital ecosystems. The point is: how can we guarantee coverage of operating costs, for example of smart roads, given that we have current spending problems? With a digital wallet, this is what I intend to build, which surpasses Io and PagoPa and offers the possibility of paying for both public and private services. And is therefore able to finance services with high added value”.
“We already have the technological capabilities - commented Mauro Giancaspro, director of Technology, Innovation & Digital Spoke of Anas - now we have to organize new business models that guarantee the economic sustainability of smart roads. As? By recovering negative externalities, for example road accidents which weigh heavily on health care costs. I come from Enav, from air traffic flight control, and I'm trying to transfer to the road sector the system architecture that supports civil aviation where ICAO dictates the world standards, the same for everyone, and the procedures to follow . The new directive should bring the market into this sector: it will only be able to do so with common system requirements, interoperability and shared cybersecurity. We need a regulatory framework that regulates the sector while we need to organize a catalog of door-to-door services".
Even Alessandro Musmeci, head of the technical area of Aiscat, argued that the technologies are mature: “But the other conditions are not – he warned -. The telecommunications companies and the car manufacturers don't talk to each other, they don't talk to us. A 'value chain' must be built with all the operators involved, we all have a role and we must all contribute to road safety". Domenico Crocco, president of the Technical Committee of Piarc, the world road association, and Anas manager, received great appreciation for the TTS Italia Position Paper, as indeed had come from the previous speakers: "We must wage war on accidents roads, monitor infrastructure and increase automatic checks on the misbehavior of motorists. Particularly in cities, places of 73% of all accidents”. Finally, Luigi Giacalone, President of SWARCO Italy, world leader in ITS, asked for a greater involvement of southern cities that express a remarkable vitality. As we saw in Palermo”.
It was the President Rossella Panero who summed up the day's work: “I thank all those present for carefully examining our Position Paper and sharing its fundamental points. I underline how from the experiences recounted today there is an interesting protagonism of both large and small cities. I hope that the revision of the Highway Code can also extend to the implementation of technologies. I strongly share the importance of involving both Telcos and 'car makers': to make smart roads truly operational, all the players in the supply chain must cooperate, together with public institutions. Another key issue is the economic balance of the services offered, and therefore of the business model. I conclude by saying that the objectives proposed for the ITS require an adequate budget, which can be found in the PNRR".
Implementation of the EU directive on ITS, decree and ITS Action Plan: these are the fundamental steps. Final remarks by Olga Landolfi: “Our technologies are at the forefront, they have nothing to envy to those I recently saw in Singapore, the pioneering country in the world. I subscribe to the civil aviation model as a framework: it would be excellent".

CIRCLE launches MTO Planning Optimization and Best Trucker Selection on the market, two new integrated digital solutions for planning, optimization and control of the Supply Chain

Just launched on the market, these two services offer transport operators a valid aid in making the best operational and strategic decisions at all times, achieving remarkable results in terms of increased efficiency. More specifically, MTO Planning Optimization is designed for multimodal transport operators who need to make the management of first and last mile road journeys more efficient, evaluating the effectiveness (in terms of costs, times, distances traveled and environmental savings) of possible triangulations.
Another solution is Best Trucker Selection, thanks to which, through a personalized dashboard, it is possible to generate a sort of "ranking" of the best carriers to use on the route in relation to selected key performance indicators (KPI), thus examining different forecast scenarios in a data-driven logic.
€ 1 mln is the Production Value linked to Milos® Intelligence that CIRCLE Group expects in the two-year period 2023-24 on the basis of existing contracts (backlog), commercial offers already presented and new opportunities for 2024 which it is estimated will be generated by lead contacts.

In just two and a half years of activity we can boast significant examples of success linked, in particular, to the last railway mile and the optimization of shunting in the port area: this is the case of the port of Spezia which involved, in addition to the Port System Authority of the Eastern Ligurian Sea, La Spezia Shunting Railways and Mercitalia Shunting and Terminal and allowed to deliver to the interested parties a predictive tool for more efficient management of shunting activities. In the port of Genoa (specifically, in the historical Sam pierdarena) the Digital Twin – which allows you to view and monitor the state of the infrastructure over time – and other advanced simulation technologies can be used to plan and re-schedule shunting activities when unexpected events occur.
Carried out as part of the E-BRIDGE project (with a total value of approximately 12 million euros, of which approximately half was co-financed by EU funds), the project involved the Port System Authority of the Western Ligurian Sea and the current concessionaire for shunting services. In Trieste, the Port System Authority of the Eastern Adriatic Sea, CIRCLE and Info.era have created, within the FENIX Project (European Federated Network of Information eXchange in LogistiX) in collaboration with ESTECO, Lift and OPTIMeasy, a system to support the assessment of the impact of infrastructural works in terms of the potential increase in rail traffic in the port area by integrating simulation and optimization techniques.

CIRCLE: new Mediterranean port chooses CIRCLE Group's "Port Community Services" solutions for an amount of over € 130,000
CIRCLE Group (“CIRCLE”) – Group specialized in the analysis of processes and in the development of solutions for the digitization of the port sector and intermodal logistics and in international consultancy on Green Deal and energy transition issues led by Circle S.p.A., listed on the Euronext Growth Milan market of Borsa Italiana, and TTS Italia ordinary member – has signed a contract worth over €130,000 with a new Mediterranean port for an annual project including “Port Community Services” solutions.
The project constitutes a further stage of the Connect 4 Agile Growth roadmap which envisages the expansion of geographical coverage as one of the cornerstones of the Group's development strategy.

CIRCLE: new strategic partnership with ACCUDIRE in the sign of digitization of transport documents
CIRCLE Group (“CIRCLE”) – Group specialized in the analysis of processes and in the development of solutions for the digitization of the port sector and intermodal logistics and in international consultancy on Green Deal and energy transition issues, and TTS Italia ordinary member– announces the new strategic partnership with ACCUDIRE, a start-up born in 2019 and owner of the homonymous digital platform for export based on the Blockchain.
Already protagonist of the digitization of international shipments of Benetton Group with the collaboration of the Port of Trieste and the Customs Agency and the involvement of Info.era, the software house of the CIRCLE Group which has created the Sinfomar Port Community System in Trieste, ACCUDIRE integrates its offer with that of CIRCLE to offer companies, MTOs and freight forwarders an interoperable solution that allows the exchange of information flows in a completely digital way.
The joint proposal is also in line with the eFTI Regulation 1056/2020, according to which the Member States of the European Union will have to receive information on transport (specifically, on road, rail, waterways and air - thus excluding navigation maritime, regulated through the European Maritime Single Windows) in a harmonized electronic format starting from August 2025, and provides for total integration and compliance with the e-CMR and eFTI Gate Italy.
In particular, as far as the e-CMR is concerned, it is not only a pure CMR - or consignment note - in electronic format, but allows some additional functions, from the possibility of attaching documents and photos, to document authentication via digital signature and geolocation, notarized in Blockchain.
Increased visibility of the shipment, higher quality and safety of the service (anti-fraud), reduction of manual errors, access times and operating costs, sustainability (reduction of environmental impact, paperless approach), increase in the speed of full digital information exchange, response rapid in the event of controls by the competent authorities are the main advantages offered by the introduction of the e-CMR in multimodal transport.
The first operational experimentation is being refined with Spedipra, a company from the Varese area with consolidated experience in the field of international shipments by land, sea and air throughout Europe, and active in logistics at the new site inaugurated in Gallarate in 2022.

Sustainable mobility: over 60 million euros from the EIB for Verona
The European Investment Bank (EIB) has granted a 62 million euro loan to Azienda Mobilità Trasporti Turismo e Territorio S.p.A. (AMT3) to promote the transition towards sustainable mobility with low environmental impact in the Municipality of Verona, TTS Italia ordinary member. The project involves the construction of four trolleybus lines for a total length of 23 km, the purchase of 39 electric trolleybuses and the construction of a new depot dedicated to their shelter and maintenance. The works have already begun and are expected to be completed by November 2025, so as to allow the start of the exercise by the first half of 2026.
The electrification of the bus network and the expected modal shift from road traffic will make public transport in the Municipality of Verona more efficient, sustainable and economical, helping to reduce both traffic and CO2 emissions. According to EIB estimates, once the works are completed, the total time spent on the public transport network will decrease by 6%, while the average operating costs per seat/km of trolleybus lines will decrease by 20%, generating energy savings of 4.5%.
Thanks to this operation, in line with the objectives set in the EU bank's transport financing policy and in line with the Paris Agreement, it is estimated that more than 100,000 passengers a day will benefit from greener public transport.

Targa Telematics now partner of Renault, to consolidate the focus on data integration
A recent study by the IoT analysis institute Berg Insight states that the connected car is one of the dominant trends in the automotive industry; according to estimates, almost 72% of cars sold worldwide in 2022 are equipped with integrated telematics solutions from OEMs, a figure that will rise to 94% in 2027.
Determined to seize this important business opportunity, Targa Telematics, a tech company specializing in the development of IoT solutions and digital platforms for connected mobility and TTS Italia founding member, has signed a strategic partnership with Renault, with the aim of expanding its range of solutions for connected cars, integrating data from Renault and Dacia vehicles.
The agreement allows Targa Telematics, as Renault's authorized telematics service provider, to use "Renault Easy Connect for Fleet", connecting and activating most Renault car and light commercial vehicle models, such as Renault Zoé, Twingo, Trafic, Mégane, Master, Kangoo, Clio, Captur, Express Van, Austral and Arkana, as well as Dacia Duster and Dacia Spring.
The partnership provides for the direct integration of data flows from the fleet into the Targa Telematics platform. The integration will allow the development of new mobility services based on embedded devices that support the Targa Telematics offer, using mileage, fuel consumption, EV data, GPS position and other information, without requiring new installations.
Targa Telematics intends to position itself as a leading company in the management of car maker data and these services will therefore be available in France, Italy, the United Kingdom, Spain, Portugal, Germany, Austria, Switzerland, the Netherlands, Belgium, Luxembourg, Poland, the Czech Republic, Slovakia, Slovenia, Croatia, Hungary and in the Nordic countries.
Alberto Falcione, Vice President Sales of Targa Telematics, commented: “We are thrilled to partner with Renault as part of our broader strategy of collaborating with major players in the automotive industry, following on from a series of similar agreements. The agreement allows us to strengthen our position in the field of global data integration, improve connected mobility solutions and provide value-added services to our customers.”
The goal of the partnership is to provide fleet managers and drivers with an increasing number of digital services, simplifying the process of provisioning in vehicles. By integrating data streams from each manufacturer's on-board systems, Targa Telematics aims to develop innovative connected mobility solutions that meet customer needs. The partnership with Renault follows similar agreements with other major players in the automotive industry.

Our activities

Mobility: first local TTS Italia/Città Metropolitana di Cagliari stakeholder meeting within the EMBRACER project
On 21 July 2023, TTS Italia and the Metropolitan City of Cagliari organized the first regional meeting of stakeholders (online) within the Interreg EMBRACER project, of which they are partners, and which focused on the exchange of good practices and design experiences concerning the integration of public transport with informal methods (bicycle, ride-hailing, car/bike/scooter sharing, transport on request, autonomous shuttles) to improve interconnection with urban areas and achieve intermodal mobility and intelligent and climate resilient local. The meeting, with about 20 participants, was an opportunity to illustrate the project and its objectives, as well as the Urban Plan for Sustainable Mobility (PUMS) of Cagliari as the main planning tool of the city. The greatest challenge for the city of Cagliari is the enormous percentage of use of private cars: over 75% of journeys are based on private cars. PM then faced the first challenge and the expected outcome of the PUMS: to reduce the use of private cars by at least 12%. To achieve this result, the Municipality of Cagliari has planned four activities:
The creation of eleven intermodal mobility poles;
Completion of the Local Public Transport (TPL) network (i.e. bus lines);
The completion of the metro network and its integration with local bus services;
The implementation of the Biciplan (or Cycle Mobility Plan) for a total of thirteen cycle paths throughout the city.
Space then for the stakeholders involved in the meeting: Greenshare, T-Bridge and CTM who illustrated plans, projects and solutions for better, more flexible and sustainable mobility. Finally, a moment of open debate among the participants which reveals a general optimism towards the EMBRACER project and the concrete results it can lead to at a local level, with a view to wider cooperation between the parties.

Smart Road: TTS Italia talks about it in the Chamber of Deputies
TTS Italia was among the protagonists of the event organized by WAVE - Smart Mobility Magazine to officially present the new issue entitled "Smart Roads, the revolution on the road", which includes an interview with the President of TTS Italia, Rossella Panero (read here the interview).
The presentation event took place on 20 July, in the Press Room of the Chamber of Deputies.
During the meeting, the topic of smart roads was discussed, a new concept of intelligent road that allows communication and interconnection between the vehicles that travel on it. An opportunity to exchange views between stakeholders - institutional and representatives of corporate realities - committed to change.
The institutional opening was curated by Salvatore Deidda, President of the IX Commission, Chamber of Deputies (in remote connection). Space then for the debate with the President of TTS Italia, Rosella Panero; Stefano Genovese, Head of Institutional & Public Affairs, Unipol Group and Coordinator, Think Tank "The Urban Mobility Council"; Domenico Furgiuele, Member of the 9th Transport, Post and Telecommunications Commission; Fabrizio dell'Orefice, Head of Institutional Affairs Italy, FS Italiane Group. President of TTS Italia: "Digitalizing road infrastructure to make the entire Italian network efficient and safe". The interview with the Giornale d'Italia
On the occasion of the presentation event of WAVE - Smart Mobility Magazine, on July 20 in the Press Room of the Chamber of Deputies, the Giornale d'Italia interviewed Rossella Panero, President of TTS Italia. We talked about smart roads and the Position paper recently launched by TTS Italia and dedicated to the issue of digitization of road infrastructures, which can represent an important optimization and efficiency process for the entire Italian road network.

TTS Italia meets the Municipality of Lecce
On Thursday 20 July 2023, TTS Italia, represented by the Vice-President Bruno Pezzuto, met a delegation from the Municipality of Lecce at the Local Police Headquarters, with a view to broader dialogue between the public and private sectors as also envisaged by the Association's Local Authorities Platform. The Municipality of Lecce, committed to innovation, is launching the new ZTL access control system which needs to interface with the CUDE system (disabled passes) introduced by the Ministry of Infrastructures and Transport from 2018 to the end of the experimentation that has seen us technological partners (Verona, Milan and Rome).
TTS Italia has made available its wealth of experience and technological support on the issue of interoperability, and that of its associates, in order to find sustainable solutions.

Digitization of road infrastructures: in Mobility Magazine, the interview with the President of TTS Italia
In the new issue of Mobility Magazine, the interview with the President of TTS Italia, Rossella Panero.
We talked about the digitization of road infrastructures, including important regulatory references such as the Smart Road Decree of 2018 and the upcoming ITS Directive, and the Position Paper that will be presented on 12 July, in Rome, with a dedicated conference (here all the information).
A document that focuses not only on the regulatory context, but also on the many initiatives implemented in recent years on the subject. Above all, it proposes to extend the implementation of the services object of the C-ROADS Italy project trials to the whole national territory in order to create a fully digitized and therefore smart road infrastructure, capable of allowing the provision of C-ITS services with continuity on the entire road network for safer and more sustainable mobility.

Mobility of the (near) future: President Panero's interview on WAVE
