SMART ROAD AND AUTONOMOUS GUIDE:
2018 OPENS UNDER THE SIGN OF ITS. AND EUROPE LOOKS TO
MULTIMODAL AND INTERCONNECT MOBILITY
Smart
road, autonomous driving, national and integrated logistics
platform, Industry 4.0, sustainable mobility and intelligent
transport systems. These are the key words of this year just
begun. 2017 ended with the end of the legislature by delivering an
election campaign to 2018 that will not save hits. The new
political structure should be set for March 23, the day on which
the chambers should meet for the first time, and then by Easter -
which this year falls on April 1 - the country should open a new
phase. But what should we expect? What will be the files on which
the new executive will work on transport-related technologies? We
try to understand what is already "in process" and what
discourses, left open, will be resumed.
First of all, we have the Stability Law that
received the final ok on December 23rd. Among the most important
innovations that will characterize 2018 we must signal the
go-ahead for road tests of "Smart road" and automatic driving
applications. The law also allocates one million euros for 2018
and 2019, and within 30 days of the entry into force of the
standard, so by the end of January, a decree from the Ministry
of Infrastructure and Transport should set the implementing
procedures and instruments of the experimentation. Another very
important point of the Stability Law is that which concerns a
fund for the renewal of the local and regional public transport
vehicles. In particular, it is possible to allocate up to 100
million euros of the resources already available for each of the
years 2019-2033 to experimental and innovative projects of
sustainable mobility aimed at the introduction of alternative
fuel vehicles and related support infrastructures, that are
presented by the municipalities and metropolitan cities. For the
same objectives can also be used the resources (50 million euros
for each of the years 2018 and 2019) already allocated for the
competitiveness of companies producing goods and services in the
chain of public road transport and intelligent transport
systems. Again, a decree from the Minister of Infrastructures
and Transport, in agreement with the Minister of Economic
Development and the Minister of Economy and Finance, will have
to decide how to use these resources.
The Budget Law sets the goal of accelerating
the implementation of the 5G by tendering the frequency spectrum
in the pioneer bands as foreseen in the Action Plan of the
European Commission and the release of the 700 MHz band.
2018 should also be the year for the
creation of the SiNaMoLo, the national logistics monitoring
system established by the competition law, published in the
Official Journal on 14 August 2017. The operating procedures of
the system, which should collect data from the various platforms
present on the national territory for the various modes of
transport, must be defined by a decree of the Ministry of
Infrastructure and Transport to be issued within 12 months from
the entry into force of the law, that is by August 2018. The
text should define the procedures for activating the SiNaMoLo,
"ensuring the coordination of subjects pursuing public interest
purposes, who contribute to the management and development of
telematic systems and services for the monitoring and transport
of goods, as well as defining the standards of communication and
data transmission protocols and the requirements for the
identification and quick access of hauliers to the nodes ". For
the implementation of the SiNaMoLo the decree allocates 500
thousand euro a year, starting from 2018, which must come from
the Ministry of Transport.
Looking at Europe, 2018 will also be the
year of the "Europe on the move" mobility package. A series of
legislative initiatives specifically relating to road transport
that Brussels launched in May 2017. The mobility package is
mainly focused on interoperability and multimodality of the
transport system; common standards and specification for public
transport data; improvement of the freight transport market;
connected and autonomous vehicles. As regards these two last
points, Europe wants a coordinated path to do by 2020 thanks to
the development of the 5G. The establishment of the C-Road
platform for cross-border experimentation of autonomous vehicles
is also envisaged.
Finally, what is still outstanding in
Parliament? This legislature ended without reforming the road
code. The work was carried out only on the most urgent aspects,
including the tightening of penalties for the use of the mobile
phone at driving. An attempt at the last minute was made to
introduce some provisions in the Budget law, but the amendments
were rejected because they were not consistent with the purpose
of the law. In short, the road code remained unchanged, when it
needs a restyling that would keep it up with the
latest-generation technologies, habits and devices.

AEP:
first EMV system in Treviso
On 11 December 2017, the first "real" payment system for public
transport with contactless EMV bank cards on buses was put into
service at MOM Treviso, on the airport line, after the
presentation on 5 December by the president Giacomo Colladon and
the general director Giampaolo Rossi.
This is not a normal POS mounted on a bus, but a "real" system
made according to the model Transport for London, which offers the
possibility to directly use contactless EMV bank cards, with a
simple tap to the AEP Futura 3B validators installed on the buses.
The system is based on ET-PASS, the AEP solution, an ordinary
member of TTS Italia, the result of major investments, fully
compliant with all the requirements of the banking system and
payment circuits.

ANAS-Fs: all is ready for the integration of the two
companies
The closing of the integration operation between ANAS, a
supporting member of TTS Italia, and the FS Italiane Group was
presented in recent days.
The Ministry of Economy and Finance (MEF), therefore, transferred
the entire ANAS shareholding to FS Italiane after the go-ahead for
the Competition and Market Authority (AGCM).
With the signing of the capital increase of 2.86 billion euro by
the MEF, the process is completed for the creation of the first
integrated European hub that will manage a total network of 44
thousand kilometers between roads and tracks, an invested capital
of 50 billions, an estimated turnover of 11.2 billion for 2018 and
an investment perspective of 108 billion over ten years.
For Fs, the entry of ANAS into the Group makes it possible to
achieve the infrastructural integration envisaged in the 2017-2026
Business Plan and optimize the operating and maintenance costs of
the networks, generating savings of at least € 400 million over
the next ten years.
Moreover, thanks to the new 2016-2020 Program Contract with the
State, ANAS will manage its investments more efficiently, with a
cost reduction of over 3%, quantifiable at 400 million over five
years. Over 3 years it will be able to double its spending
capacity, going from 1.5 billion in 2017 to 3 billion in 2020,
with immediate and visible effects on the rehabilitation of
viaducts and tunnels, on road pavements and on the quality of the
network.

Esri Italia 2018 Conference: Call for Paper open
On May 16th and 17th will be held in Rome, at the Ergife Palace
Hotel, the national event dedicated to the geospatial technologies
sector, the Conference organized by ESRI Italia, an ordinary
member of TTS Italia, which involves more than a thousand people
every year and offers an opportunity unique for new and
consolidated users of technologies and, in general, for those
interested in Geographic Information Systems, Geospatial
Technologies, Geolocation and Geomatics.
It is possible to become a speaker of the Conference by
participating in the Call for Paper. Projects dedicated to the
application of geospatial technologies in the following sectors
will be privileged: Environment, Cultural heritage and archeology,
Business, Education, Non profit, Territorial and urban planning,
Public administration, Risk and Emergencies, Health,
Telecommunications, Transport, Land use and consumption ,
Utilities.
Furthermore, particular attention will be given to works that
respond to new technological trends, such as IOT, Big Data,
Location Analytics, Drones and Apps.
A scientific committee made up of Italian and foreign referees
will select the best works for the publication on the 2/2018
edition of the international journal J-Reading.

HERE: new investors and new projects in 2018
HERE, TTS Italia ordinary member, starts 2018 with great news.
Bosch and Continental join a growing list of star investors that
already includes Audi, BMW, Daimler, Intel and Pioneer. With
Continental, we'll be focused on automated driving and mobility
services. With Bosch, meanwhile, our collaboration will span
automotive, transportation and industrial Internet of Things.
Importantly, both companies operate global businesses, with
operations across the Americas, Europe and Asia. This will provide
customers everywhere more ways in which to take advantage of HERE
location data and services. Industry 4.0, smart homes, and smart
cities are rapidly growing areas of business for Bosch. In those
areas, establishing and expanding data-based services will be
prime synergies with HERE.
In addition, HERE Open Location Platform has realised the new
version v1.1.
Three new data catalogs are now available:
– HERE Real-Time Traffic. The HERE Real-Time Traffic provides the
closest thing to a live depiction of the road. It identifies
where, when and why traffic congestion occurs, and delivers
up-to-the-minute information on the road conditions and incidents
that could set a driver back. Real-time traffic data is aggregated
and analyzed from a sophisticated mix of sources, including
high-quality, rich vehicle sensor data.
– HERE Weather Data. There are two new Weather catalogs available
for OLP users: HERE Live Weather Western Europe and HERE Live
Weather Archive Western Europe. These catalogs contain live and
archived weather data with specialized pavement attributes,
including pavement condition (slippery frost, packed snow, black
ice …) and pavement temperature that can be useful for advanced
automotive use cases. For example, HERE Hazard Warnings utilizes
the weather data collected from real-time, pooled, rich car sensor
data to alert drivers in advance of upcoming road conditions along
their journey. Therefore, fewer surprises, fewer incidents and
greater safety.
– Reality Index™ Base – Improved catalog. The production-grade
Reality Index™ Base catalog is now available for OLP users. It
replaced the old snapshot catalog. In this new catalog all
versioned layers are synchronized and updated continuously. The
catalog is now available with global coverage for majority of the
layers.
Finally, a new version of the OLP SDK 1.1.0-beta release is now
available. This release corrects issues related to the proxy
support in the SDK and has updated Pipeline Command Line (CLI),
simplifying the command line and reducing the number of
configuration files. Additionally, we've launched a new component,
the Data Validation Library, which simplifies the development of
validation jobs for incremental compilation pipelines.

Introdicing “TARGA PLEXER SMART” – The new targa

Kapsch TrafficCom begins implementing tolling project in
Bulgaria
Kapsch, TTS Italia ordinary member,, is responsible for the setup,
technical configuration, and technical support of the nationwide
tolling system for trucks over 3.5 tons, as well as the
introduction of an electronic vignette for passenger cars in
Bulgaria.
The project will run for 19 months and comprises the delivery and
setup of 500 terminals for registering and issuing electronic
vignettes, 100 enforcement vehicles, 100 weigh-in-motion
facilities, and 100 tolling gantries as well as a data center and
a back office. The infrastructure must be installed within seven
months. The value of the contract is BGN 149.9 million
(approximately EUR 76.7 million).
The contract was signed in the presence of Nikolay Nankov, the
Bulgarian Minister of Regional Development and Public Works, and
André F. Laux, Chief Operating Officer of Kapsch TrafficCom.
Bulgaria is the sixth European country in which Kapsch TrafficCom
has been given responsibility for implementing a nationwide toll
collection system, after Austria, Switzerland, Poland, the Czech
Republic, and Belarus.

Open the Call for papers for the Automotive 2018
The Call for papers for the third edition of the Conference
AUTOMOTIVE 2018 is now open.
The event will be held from the 9th to the 11th of July 2018,
organized by AEIT and IMAPS in collaboration with Politecnico di
Milano, Politecnico di Torino, both TTS Italia ordinary memebrs,
and Fondazione Politecnico di Milano
It aims to be the forum of the automotive community to present and
discuss the most recent results of scientific and technological
research in this industry, with particular emphasis on
applications and new trends. The Conference will cover all aspects
of the segment focusing on electrical vehicles, connected
autonomous cars and related mobility.

Politecnico di Milano and IVECO together for a greener
transport with the HDGAS project
To develop, demonstrate and optimize advanced powertrain concepts
for dual-fuel and for pure natural gas operation engines, perform
integration thereof into heavy duty vehicles and confirm
achievement of Euro VI emissions standards, in-use compliance
under real-world driving conditions and CO2 or greenhouse gas
targets currently under definition.
These are the objectives of the European project HDGAS (Heavy Duty
Gas Engines integrated into Vehicles), funded by the EU within the
research and innovation programme Horizon2020, and involving
Politecnico di Milano and Iveco, TTS Italia ordinary members, as
partners.
The overall objective of HDGAS is to provide breakthroughs in LNG
vehicle fuel systems, natural gas and dual fuel engine
technologies as well as aftertreatment systems. The developed
components and technologies will be integrated into three
demonstration vehicles that are representative for long haul heavy
duty vehicles in the 40 ton range. The demonstration vehicles
will: comply with the Euro VI emission regulations; meet at
minimum 10% CO2 reduction compared to state of the art technology;
show a range before fueling of at least 800 km on natural gas; be
competitive in terms of performance, engine life, cost of
ownership, safety and comport to 2013 best in class vehicles.
All gas engine technologies that are currently used on heavy duty
natural gas trucks have its individual merits and challenges.
Apart from spark ignited engines 2 types of dual fuel Diesel/Gas
engines exist for heavy duty trucks. Today, it is therefore
impossible to select a single engine technology best suited for
long haul trucks. The ambitious target of HDGAS therefore is to
further develop key technologies for the main engine concepts to
achieve high specific power ratings of > 30kW/L while reducing
the CO2 emission by 10% over the current reference technology at
the same time.HDGAS will develop all key technologies (LNG fuel
system including High Pressure tank design, compact and insulation
in tank, cryogenic pump, aftertreatment systems), and three
engines as well as new fuel systems will be integrated into three
demonstration vehicles. HDGAS will also prepare a plan for a
credible path to deliver the innovations to the market. The
exploitation plan will be proportionate to the scale of the
project and contains measures to be implemented both during and
after the project.

THE NEW VEM SOLUTIONS IS BORN: The Future of the Internet
of Things according to VIASAT GROUP
In a global market that is evolving faster by the day, thanks to
the combined effect of new paradigms such as the Internet of
Things (IoT) and the Digital Transformation, it is necessary to
rethink production and service models. According to the data
provided by the IoT Observatory of the Politecnico di Milano, in
2016 the value of the Internet of Things ecosystem grew by 40%

generation of new value added services. To achieve this goal, it
is vital to make progress in the technological innovation,
digitization, telematics solutions and platform integration
fields, so as to allow people, vehicles and goods to circulate
faster, safely and cost-effectively. From these premises, the
merger between the two companies Elem S. p. A. and Vem Solutions
S. r. l., both entirely owned by the Viasat Group holding company
came to fruition. It marked the birth of a new, global player
which will compete in the markets of the future thanks to its
innovative development skills, operational flexibility and
technological synergies, which will further enhance and develop
the Group’s typical businesses and the new opportunities brought
by IoT, Big Data analytics and business intelligence. The new
company will inherit all the experience of Elem, a company which
was founded in 1974 in Turin by the President Domenico Petrone,

TomTom launches new technologies and partnership
TomTom (TOM2), TTS Italia ordinary member, revealed new
technologies for autonomous driving, with the launch of TomTom
AutoStream – a game-changing map delivery service that enables
vehicles to build a horizon for the road ahead by streaming the
latest map data from the TomTom cloud. Also announced today is
TomTom MotionQ, a unique predictive driving concept to ensure the
comfort of passengers in self-driving transport.
TomTom AutoStream has launched with two initial partners: Baidu
and Zenuity, while TomTom MotionQ can be seen in the new Rinspeed
Snap, a robo-taxi concept vehicle, which is revealed for the first
time at CES.
Finally, TomTom and Qualcomm have announced that they are working
together to demonstrate new location technologies for autonomous
driving – specifically, fusing the TomTom HD (high definition)
Map, with camera technologies and GPS data from the Qualcomm®
Drive Data Platform, to power highly precise and reliable
localisation for connected car applications and autonomous
vehicles.
TomTom also announced that it has won a prestigious software
award, achieving an industry first by topping the TIOBE Software
Quality Award league tables in all three categories: large-, mid-
and small-sized projects by providing best-in-class
Automotive-grade navigation software for its customers.

MaaS:
a dedicated workshop in London to discuss Mobility as a Service
The workshop “Mobility-as a-service across borders“ was held in
London on the 9th of February within MyCorridor, the three-years
project funded by the European Commission through the Research and
Innovation programme Horizon 2020, and of which TTS Italia is one
of the partner.
The Project's objective is to facilitate sustainable travel in
urban and interurban areas and across borders.
The MyCorridor project is part of the Mobility as a Service (MaaS)
concept, offering users tailor-made travel solutions based on
their individual needs.
MyCorridor's aim is to integrate services from various service
providers into one platform to bring users end-to-end multimodal
travel solutions. The MyCorridor platform will offer a
one-stop-shop for door-to-door travel planning, booking, payment
and e-ticketing.
The Workshop dealt with a variety of issues, including exploring
users' needs (e.g., travellers, service providers and MaaS
aggregators) and the legal aspects of MaaS. The Workshop, held in
the London offices of MyCorridor's project partner Osborne Clarke
LLP, was principally organised by the project coordinators, The
University of Newcastle and CERTH, with the support of the My
Corridor's Dissemination and Events project partner, IRU.

SAVE THE DATE: in Verona a workshop on business models for
ITS – 22 February 2018
TTS Italia is organising a new workshop within the European
project NEWBITS (New Business Models for Intelligent Transport
Systems – http://newbits-project.eu/).
The event will be held on the 22nd of February in Verona at the
premises of Verona Municipality.
The objective is to deepen the business models of the Italian case
study in Verona, based on the cooperative guide service
implemented and tested during the activities of the Compass4D
project.
The workshop, which will be held in Italian and free of charge,
will be attended by the main stakeholders already involved in the
activities of the Compass4D project: the Municipality of Verona,
ATV, Unione Radiotaxi Verona, Swarco Mizar.

Training day on business and procurement models for ITS
and C-ITS in Lahti (Finland)
Within the Winter Congress Road, a training day on “Business and
procurement models for iTS and C-ITS” was held on the 6 of
February in Lahti, Finland.
The training first gave an overview of financial incentives,
business models and procurement models for the deployment of ITS
and C-ITS. Then some best real world practices, e.g. on how
business ecosystem can be utilized for ITS and C-ITS deployment,
will be presented and discussed.
The training day was organized by CAPITAL (Collaborative cApacity
Programme on ITS Training-educAtion and Liaison), project, funded
by the European Commission within the Research and Innovation
Programme Horizon 2020.
CAPITAL – Collaborative cApacity Programme on ITS
Training-educAtion and Liaison is a coordination and support
action funded by the European Union. The project aims to design
and deliver a collaborative capacity-building programme comprising
of training and further education for the public and private
sector in the field of (Cooperative) ITS deployment. CAPITAL is

ERTICO – ITS Europe.

TTS Italia at the “National day for E-Ticketing” – 7
February 2018 – Rome
On February 7th was held in Rome, the "National fay of
E-Ticketing", organized by Club Italia with the support of ASSTRA,
ANAV and AGENS and which will see TTS Italia among the speakers of
the day.
In its first session, the event offered an opportunity to present
the survey on companies for Local Public Transport (TPL) and
market players, led by ASSTRA, ANAV, AGENS, Club Italia, the four
associations that represent on the territory national public and
private companies managing public transport.
From the survey emerge a reality of excellence, but also problems,
delays and innovative impulses that can make an important
contribution for transport companies, public institutions and the
market in increasing the use of collective transport, for a
decisive contribution for sustainable mobility and against tariff
evasion.
In parallel with the survey for TPL companies, the results of the
survey conducted on the players of the sector will be presented,
to learn and develop useful initiatives to the market in terms of
technological research and employment.
A round table followed, attended by Rossella Panero, President of
TTS Italia.
In the second part of the event, the payment systems between
present and future were discussed, and the transport and
entrepreneurial companies of the sector will bring their
experience and the state of the art of national and international
realities on electronic ticketing systems and of payment, starting
from the smartcard hinge system, to the new mobile-based
developments, the NFC-HCE, the bank cards (EMV standard) and the
digital platforms.
