The Emilia-Romagna Region approved a few months ago a budget of nearly 3 billion Euros for the Community funding 2014-2020. What will the Region do for the mobility?
The Region will further develop infrastructures and technological systems for the traffic management as well as ticketing integration through the creation of interoperable systems.
It looks like a great opportunity to further develop the smart mobility. Did you already think of specific activities focused on technology?
In order to improve accessibility to the local public transport a number of actions will be taken. Among these, the testing of solutions that make more efficient interchange platform between the different systems of mobility applications also using ICT and ITS; the completion of the investment for intelligent systems designed to provide information to users (AVM) and the integrated pricing (MI MUOVO). We have also prepared a completion of control and communication network on the local public transport: the information can be viewed comfortably by users in real-time directly via computer or smartphone with particular attention to people with disabilities. The regional allocation of intelligent poles, variable message signs and information kiosks will be strengthened. We plan to install inside public means multimedia information display providing information on bus routes, stops and other transport network in order to encourage the modal interchange. We plan to use technological solutions to traffic management for the integration of new tariff and ticketing systems (contactless, NFC smartphones, web-based payments, QR-code). Finally, we plan to continue the renovation of the Regional buses and the development of modal interchange.
What will the next steps be as per the use of the Community funding? Within what timeframe?
In 2015 starts the negotiation stage of our institutional region with national and Community administrations involved to define the framework of the investments and interventions.
TTS Italia launched the Platform for the Local Entities to ease the dialogue between demand and offer side on ITS. Do you think this could be of support especially r the Community funding?
I consider it essential the sharing of information and the dissemination of current experience. The Emilia-Romagna Region is definitely at the forefront of these issues. Recently, the project GiM (informed Mobility Management) won the "eGovernment Prize: the champions of reuse" during the SMAU event in Bologna. The project aimed to develop the best eGovernment programs intended for reuse and to identify best practices to provide the opportunity for a government to freely re-use software program or part of them, developed on behalf of and at the expense of another administration.
Finally, the Emilia-Romagna Region has always been very active in the use of technologies for the mobility. Are you planning any new project?
Since 1994 the Region has co-financed interventions to over 176 million euro to implement 395 interventions. Regional action also aims to develop constant technological systems for a smart urban area. The main aspect for our Administration is the remote control of the fleets through Avm systems which are also essential to send information to users. In 2011 we installed 1066 Avm systems, 180 smart poles, 55 variable message signs and 4 control centre for local transport for a total value of 5,1 million Euros. In 2015 we will be installing 376 more Avm systems. Also, we are planning the further development of infomobility systems. Finally, the Region will invest on sustainable mobilty with the electric transport.
Who is Paolo Ferrecchi.Born in Borgo Val di Taro (Parma), he got a degree in engineering. He started to work as a consultant for the Municipality of Bologna. In 2000 he became Director of the Environment Department; from 2002 to 2007 he was the Director of the Urban Mobility Department and since 2007 he is the general manager for infrastructure, logistics and mobility systems of the Emilia-Romagna Region.

The National Transport Authority of Ireland has chosen MAIOR to implement an advanced Public Transport Data Management System
MAIOR, the Italian leader in software solutions for public transport management, has recently won a tender by the National Transport Authority of Ireland (NTA) for supplying a new Data Management System (DMS).
The solution will be based on a central data repository that will collect and integrate the planning and AVM data of the public transport operators in Dublin (buses and rail). It is already foreseen to add in the future also data from electronic ticketing systems. Among the key features of the solution are the automatic procedures that calculate the required Key Performance Indicators notifying any variations, the capability to produce standard and ad-hoc reports with various levels of detail, and the intuitive web-based user interfaces to analyze and manage data and parameters. The purpose of the DMS is to facilitate the monitoring and regulate the performance of bus services operated under Public Service Contracts in Ireland. The DMS, acting as a key information driver, will also enable operational improvements by the operators running the contracted services and will facilitate Key Performance Indicators created within the DMS to be monetised into operator performance bonuses and penalties and as costing tools to improve service quality. As well as monitoring bus operations, the DMS will play a key role in identifying infrastructure pinch points, from which bottleneck issues may be inferred.
The solution will be based on MTRAM, the modular and integrated suite by MAIOR, that allows operators and authorities to manage the entire cycle of public transport, from service planning to passenger information.
The value of the MAIOR solution relies on the experience gained in similar DMS implementations and in Business Intelligence solutions and on the in-depth knowledge of data management processes and workflows typical of the public transport sector.

Debating in Amman about the use of satellite navigation for freights and road in the Euromed region
The next 21 October, Jordan will host a Euromed regional event focused on the use of the satellite navigation (Global Navigation Satellite Systems - GNSS), and particularly of the European GNSS (E-GNSS), for freight and road transport.
Organized by the Euromed GNSS II/MEDUSA project, under the auspices of the Ministry of Transport of Jordan, the event will aim to share experiences and best practices, and to discuss about strategies and possible ways forward in relation to the use of the satellite navigation for freight and road transport in the region.
The event will give the occasion to present the main results of the “case study” conducted by MEDUSA, with the involvement of the Royal Jordanian Customs and the aid of the Ministry of Transport of Jordan. Since April 2014, supported by the European companies involved in MEDUSA, the Royal Jordanian Customs are having the opportunity to test and validate the use of E-GNSS, and specifically of EGNOS, for tracking and tracing containers shipped across the Mediterranean sea and vehicles transporting goods in Jordan.
This Jordan’s “case study” is one of the technical assistance actions implemented by MEDUSA, and it represents the first life experience of EGNOS services’ usage in the most distant areas from Europe.
MEDUSA belongs to the EU Euromed Transport Programme, and its objective is to promote the adoption of the E-GNSS, by the Euromed countries (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia).
GNSS technology is applied to several user applications, being transport the most important one in all domains, primarily aviation, road, maritime, rail, freight transport and logistics. MEDUSA project includes a programme of specific technical assistance actions, for the Euromed countries, in order to facilitate the introduction and exploitation of GNSS services in their markets.
The wide adoption of advanced technology, also including satellite navigation, for freight and road transport applications (i.e. the Intelligent Transport Systems - ITS) enables the implementation of smart mobility and the enhancement of goods transportation/traffic volumes increasing.
During the event, the participants from the Euromed countries will have the possibility to share the lessons learnt from the Jordan’s “case study”, and to be informed about relevant best practices in Europe and in the Euromed region, as well as to debate about strategies and possible ways forward, in the light of national interests and common regional perspectives.
Opened by an institutional panel, with representatives of the Jordan Ministry of Transport and the European Commission, the event will consist of a session dedicated to the Jordan’s “case study”, and a session addressing opportunities in other Euromed countries, including the presentation of European success cases as examples of suitable paths to guide the GNSS operational introduction and adoption.
At the conclusion of the event, the participants will elaborate guidelines and recommendations, to be possibly translated into action plans for the Euromed countries.

MACNIL Technology for City of Bari Infomobility Service
Monitoring and "regularize" the city traffic is a top priority for every smart city. Nowadays, The technology offers powerful tools to improve traffic flow in large urban centers such as the city of Bari, capital region of Apulia, in Southern-East of Italy. Starting from the management-mobility, such as integrated systems that provide useful information in real-time through display panels located in different areas of the city.
Macnil is the first company in Europe, to give real-time information on the traffic on the main streets of the City, and also info on Urban Traffic and on Extra urban (roads and highways), through the Project Infotraffic.it.
The City of Bari, which is a counted within the Italian Smart Cities group, is the first city in Europe to test our project, writes the Corriere della Sera - Corriere del Mezzogiorno newspaper:
BARI - Reducing traffic along the main gate roads to the city, away via Napoli, via Buozzi down to the seafront. Thirteen display panels, used for years to provide information on the Saint of the day or on any road closures in the case of events, have now become indicators of the level of traffic in the city. The system, currently experimental, accomplished by a company of Gravina (MACNIL), is connecting via GPS with 105 buses and 35 cars in charge to the municipal police, and calculates how long a vehicle takes to cross the main roads. Furthermore, shows the level of traffic, from 'fast' to 'slide' to 'slow down'. All in real time. In the coming weeks the City of Bari will step forward: there will be only traffic information, but also the alternatives, so as to provide solutions for motorists entering the city without getting stuck in the streets. At the same time the city council is developing, thanks to the partnership with the Polytechnic University, an algorithm which is based on the presence of cars in a road and the speed of travel. It is able to offer the traffic forecast, daily.
"The second step - explain by the Traffic Office - there will be developed an APP for mobile phones, in order to have the traffic situation in the city. This is the way to relieve congestion on some roads, providing a service to citizens, for free. Because part of the project Infomobility with the City of Bari is financed with EU funds. That is highlighting Bari as innovative city in Europe. "The total funding is 272mila euro (State funds). Besides, in September is going to be made a tender to equip 75 junctions in the city (district Murat, Madonnella and Libertà) of intelligent traffic lights. In this case have been allocated 2 million and 200 thousand euro from the Regional Government and the City Gov. The traffic lights will be synchronized and will be placed a device above the plants, they will be able to transmit to the City Police Central Station information concerning number of cars passing on any city roads and driving times. In this way, the Council Government can work just-in-time in changing the waiting time minutes at junction to make the traffic flow. The Council also approved an agreement with the AMTAB (Bari Mobility Public Company) called Summit, as part of the Italian Greece Bi-national Cooperation. The urban transport company, together with the City Council technicians, will develop a system for automatic accessing to the park and ride located at Pane e Pomodoro Beach and of course Vittorio Veneto (sea side) with the barrier installation at the entry and exit gates, it will be installed also cash machines and display panels which will indicate the number of vacancies. Moreover, it will be placed up 15 smart poles along the Bari - Carbonara route, which will be used to inform passengers on the bus waiting times. However, a similar project was already started on the Ferrotramviaria parking, although in recent years there have been quite a few problems related to the maintenance of automatic access.

The new Autovelox 106 by Sodi Scientifica
Sodi Scientifica, a leader in the field of electronic detection of road traffic infringements, announces the launch of its new Autovelox 106 Speed Enforcement Camera. The official presentation for the Italian market took place on September 19th during the event "Days of the Local Police" in the Palazzo dei Congressi in Riccione, at the presence of the Commanders of the Local Police Forces of Italy. The new device represents the latest generation of Sodi Scientifica's Speed Enforcement Units, yet another turning point in its history. Autovelox 106, condensing all the experience accumulated by the company in its 50 years of existence, is designed to represent the market's benchmark. It is extremely compact and light, crucial feature when used in temporary configurations as tripod or on board a stationary patrol car, but also useful in fixed installations, features that, for the first time, the Italian Ministry of Infrastructure and Transports has authorized for road side or pole and portal installation. It is also absolutely reliable and safe: Autovelox 106 immediately highlights to the operator which is the offending vehicle, storing the data in a secure manner (digital signature) and taking infrared photographs to avoid glare for the driver.

New SWARCO MIZAR solutions for fleet management videosurveillance and passenger counting integrated to AVM
SYSTEM OVERVIEW
A modern AVM (Automatic Vehicle Management) system goes far beyond the traditional functional requirements related to service management and monitoring. Expectations for security and economical optimization introduce new constraints that nowadays technology can cope with.
On the other hand on board HW and SW proliferation has to be avoided or minimized at least.
Within this framework Swarco Mizar has furtherly increased its proposal capacity based on the FLASH platform, specifically conceived for the fleet management segment.
The HW and SW module family actually makes two new elements available: videosurveillance (FLASH CCTV module) and passenger counting (FLASH CP module).
FLASH CCTV is a new generation solution, fully integrated with the AVM environment and configurable at different complexity levels thanks to its modular structure. The main characteristics are the following:
- Use of IP high resolution cameras (HD720 or full HD)
- On board NVR (Network Video Recorder) suitable both for stand-alone and integrated configurations Sharing of communication resources and service data (localization) when integrated with AVM
- Off-line video management SW
- On board and remote real time stream visualization (optional)
The system structure is indicated in the picture below:
FLASH CP solution relies upon a specific SWARCO device working with the stereo camera technology ensuring excellent performances with an average precision rate of 98%. One device has to be installed at each door; the connection to the AVM unit is supported by a serial bus (RS 485) or Ethernet.
Data are collected by the AVM unit and downloaded to the central server where a comprehensive report suite is installed.
The AUTOGUIDOVIE MILANO case Swarco Mizar counts many references in the above mentioned sectors.
Recently AutoGuidovie - Milano has started up a contemporaneous implementation of the three named functions for a part of its fleet.
The system is based on the Flash Platform owned by Swarco Mizar.
The AVM on board unit is the Swarco device RoadRunner (RR) which is dedicated to the complete management of localization, communications and driver interface. Besides this RR keeps the control of interfaces to third party equipment such as on board route indication panels.
Every vehicle is equipped with 5 IP 1 Megapixel cameras connected to an on board NVR via an Ethernet 10 / 100 connection. The NVR is provided with a removable SSD that grants an overall archive autonomy of 3 days. The same Ethernet network supports the link between NVR and AVM unit (RR) allowing the transmission of localization data from the latter to the former. The recorded streams can be played with a specific off-line video SW.
The passenger counting is achieved through the installation of one Swarco counter at each door, for a total of 3 units. The counters are connected to the AVM unit (RR) via a serial bus (RS485 multidrop) . Data are acquired by the AVM unit and downloaded to the central system through the mobile network. The central FLASH SW performs the data processing and produces the relevant reports.
A feature to be outlined is the cloud structure of the system; Swarco Mizar provides the service for the hosting and the system management releasing the Customer from costs and duties that would be generated by proprietary assets.

Aci presents the campaign Sleep stop
Sleep at the wheel causes over 40,000 accidents every year in Italy alone, nearly 240,000 throughout the European Union: accidents are often very serious, with a mortality risk more than double those determined by other causes. This was stated by ACI, TTS Italia founding member, who presented at Monza during the Formula 1 Grand Prix, the campaign "Stop Sleep", highlighting the benefits of a short stop to sleep during the long car journeys and urging Italians to become more aware of their own mental and physical ability to drive. The aim of the campaign is to promote the recognition by drivers of every little sign of tiredness at the wheel, preventing the risk of the sudden falling asleep, taking a short rest, even just 15-20 minutes. To help motorists to be aware of their own limitations at the wheel and of some diseases often underestimated or ignored, it has been developed a questionnaire, published on the website www.aci.it. The project provides outreach training sessions aimed at drivers in a tour that will cover several Italian cities, from Turin to Caltanissetta, passing through Genoa, Florence, Rome and Lecce.

BelToll electronic toll collection system in Belarus operating successfully for one year – implemented and operated by Kapsch
The BelToll electronic toll collection system, implemented and operated by Kapsch TrafficCom, TTS Italia ordinary member, in Belarus, was expanded by another 256 kilometers as of the start of August, exactly one year after its commissioning on August 1, 2013. The BelToll road network now comprises 1,189 kilometers. The number of registered vehicles has more than trebled since the system was put into operation with an increase from 60,000 to 190,000 vehicles. Approximately USD 128 million was collected for the Belarus government in the first year – significantly more than was generated with the manual toll collection system in the previous year. Around USD 88 million was generated on a route of approximately 600 kilometers. After refinancing the costs of implementing the system, most of the revenues will be used to rehabilitate the road network and to expand the infrastructure. In addition, the formation of the BelToll operating company has created more than 200 new jobs in Belarus. The electronic tolling system in Belarus went into commercial operation on August 1, 2013, with the electronic fee collection system replacing the previous manual system on a stretch of 815 kilometers. In January 2014, the system was expanded by 118 kilometers, and another 256 kilometers were added on August 1. Thanks to its geographical location, Belarus is one of Europe’s most important traffic hubs. For that reason, the smooth and efficient functioning of the traffic system is essential. Electronic toll collection plays an important part in this. Not only do registered participants not need to stop at the toll gates, the electronic system also minimizes the risk of traffic back-ups and reduces emission levels. Acceptance among road users is very high, as confirmed by Serguei Rodionov: “When introducing a new toll collection solution, the administrative responsibilities are at least as important as setting up the technical infrastructure. In this case, both worked very well, and we succeeded in enhancing the technical expertise in the country. Since completing the first project phase last year, we now employ only locals for the work in Belarus in addition to the few project managers from Austria.”
BelToll involves electronic collection of toll fees. The on-board units (OBUs) installed in the vehicles use microwave technology to communicate with the road-side infrastructure. Vehicles with a total weight of more than 3.5 tons as well as vehicles with a total weight of less than 3.5 tons that are registered outside of the customs union of Belarus, Russia, and Kazakhstan are required to pay tolls. The system has been designed for an operational duration of 20 years. It is one of eight nationwide electronic toll collection systems in Europe, five of which were built by Kapsch TrafficCom.

Kapsch presented new traffic management solutions at the ITS World Congress in Detroit
Between September 7 and 11, 2014, all of the key players in the intelligent traffic systems (ITS) met in Detroit. At this year’s ITS World Congress, Kapsch TrafficCom, TTS Italia ordinary member, presented its V2X system, a traffic management solution that enables communication between vehicles and the roadside infrastructure to allow them to exchange information on the current traffic situation (routes, dangers, and obstacles). Kapsch is extremely well positioned in the global market as an expert in electronic tolling systems and will take advantage of the Congress to present new solutions that go beyond its core business of toll collection. One of the areas of focus will entail the demonstration of a fully integrated end-to-end V2X solution. V2X refers to the overall communication between vehicles (V2V, or vehicle-to-vehicle) and between vehicles and the infrastructure (V2I, or vehicle-to-infrastructure), which forms the basis for intelligent traffic control systems. The vehicle-specific traffic data collected on an ongoing basis via V2I can be integrated into central solutions and displayed on a variety of devices such as tablets, PCs, etc., (in this particular case, the solution utilized is the DYNAC advanced traffic management software). The method implemented by Kapsch enables a highly precise, always up-to-date analysis of information on the current traffic situation and any suddenly occurring traffic incidents. V2X therefore contributes to improved traffic safety and to better control of traffic flow. Information on the like of speed limits, detours, traffic jams, and accidents, is displayed within the vehicle to allow a prompt response and a defensive driving manner. Kapsch also presented its new back office system as the second area of focus. The new system has been designed with a degree of flexibility that enables it to be used for toll collection systems of all kinds, whether electronic or manual, microwave or satellite technology. The arrival of a new back office solution such as this, with its building block nature, is an exciting development for the market. Viewed in strategic terms, it gives the procurers and implementers of the larger-scale RUC schemes the opportunity to go forward using multiple and different front end solutions. The new Kapsch back office solution facilitates interoperable business models, and as a result, it can be used in different interoperability schemes enabling easy integration to other parties. Finally, participated in a total of ten conference sessions at the ITS World Congress. The topics to be covered by the experts from Kapsch range from economic issues related to traffic management, to strategic considerations involving planning and executing ITS projects, and to presentations on technology that will cover detailed aspects of the broad field of intelligent traffic management.

9° MTRAM User Meeting MAIOR – The role of technological platforms for the public transport governance – Florence 9 October 2014
It will be held in Florence on the 9th of October , the 9th MITRAM user meeting organized by MAIOR, TTS Italia ordinary member , to meet customers and sector operators. This edition will especially focus on the role of the technological platforms for the public transport governance. Smart integration, real time information and open access to data must be guaranteed in an ITS context system. The meeting will also be the occasion to present an innovative system for monitoring the activities performances developed by MAIOR.

Pluservice wins tender for infomobility system
Pluservice, TTS Italia ordinary member, won in July its last tender issued by the Regione Friuli Venezia Giulia to supply an infomobility system to support the public mobility at regional level for the touristic plan. The contract involves the supply of licenses for the use of specific software, as well as the service of mentoring, start-up, service and maintenance for 36 months, aimed at creating a multi-modal travel planning system that operates in the context of integrated tourist information system in Friuli Venezia Giulia and integrated with the control system of management of local public transport being launched at the same Region and open to integration with existing systems, or yet to be developed by the Administration itself.

The City of Milan assisgned to Autostrade Tech the provision of an AVM / AVL system
The City of Milan has assigned to Autostrade Tech, a founding member of TTS Italy, the provision of an AVM / AVL system (Automatic Vehicle Monitoring / Location) achieved through the use of 1,000 on-board equipment to be installed on heavy vehicles, mobile applications, and the central control system.
The board devices are equipped with satellite receiver for the detection of the track trip and a Bluetooth device to allow, through the control unit of the vehicle, collection of data related to the characteristic of the vehicle (consumption, temperature, speed, gear number, etc.. ). The pooled data are then made available to the central system via a GPRS connection.
Furthermore, the board apparatus integrates also the DSRC module to ETSI standard, for applications related to the access to restricted areas or for motorway transits.
The system will be used for monitoring applications for heavy vehicles in urban areas, in particular through the correlation of the trips with the pollution data collected by the central available, in addition to allowing the monitoring of the transport of dangerous goods, the assessment of the degree of congestion of the road system, the traffic control and optimization of traffic flows.

Telespazio at the 3rd International Space Research Conference and Horizon 2020 Space Info Day
Organized by the European Commission, it was held in Rome from 15 to 17 September, the 3rd International Space Research Conference and Horizon 2020 Space Info Day.
The event presented the results of the European project funded within the VII Framework Programme for the Space, also in the view of the Horizon 2020 Programme. Among the selected project, SCUTUM (SeCUring the EU GNSS adopTion in the dangeroUs Material Transport), coordinated by Telespazio, TTS Italia ordinary member, for the use of EGNOS/Galileo for the management of the transport of dangerous goods on road.

21° SIDT conference: climate change and the future of urban transport - 2 October 2014, Rome
It will be held in Rome on the 2nd of October, the 21° SIDT conference, at the premises of the Engineering Faculty of “La Sapienza” University, a TTS Italia ordinary member. This year the focus will be on climate change and on the future of urban transport. The conference will reunite the Italian professors on transport to discuss the urgency for polluting emissions reduction according to the European Commission objectives.
