Silvia Velo, vice-president of the Transport Commission of the Italian Parliament: “A common strategy on ITS is required. Investments on technology for mobility is important for the economic recovery”


“The theme of technology in transport should be placed at the center of a common strategy that identifies the resources necessary for the development of new systems because to invest in this field means to help the economic recovery of the country.” Explains Silvia Velo









What do you think of the technology applied to transport? What are, in your opinion, the most useful systems in the transport sector?
The technology represents a new frontier in which to invest to improve the mobility system. It can be applied to people transport especially to improve security, such as with technical devices for the control of the speed, against the blows of sleep, to prevent the guide with alcohol rates out of the norm, but also with innovative tools for the control and prevention in supplied to the police. It is also possible to apply new instruments to the mobility of goods, especially in terms of management of traffic flows and exchanges between various types of mobility.

According to his personal experience and as a parliamentarian, do you think that Italy is in line with other European countries for the development of this sector and diffusion of technologies related to transport in the daily lives of people? If not, what could be done to increase the use of instruments which can also increase the movement capability of the Italians?
Unfortunately I fear that Italy is back. It is necessary, first of all, to become aware that the efficiency of the mobility system is of great importance for modernization and economic recovery of the country. To invest on people and goods mobility means investing in economic recovery. A comprehensive strategy is required, focusing on this issue and involving the necessary resources.

The decree “Sviluppo-bis” contains many new features for transport telematics: it introduces the electronic ticket for the Local Public Transport, the dissemination of road safety equipment, special services for road transport and computerized procedures in ports. Do you think these measures are sufficient? How will your party act during the parliamentary proceedings?
It is a positive sign, we will of course look for any possible improvement.

Finally, the development of technologies for some time collides with the endemic lack of funds. Howto solve this problem?
We must by all means to redefine the overall approach. There are areas where the commitment of resources is an investment in economic growth that eventually returns benefits to public finances. This is especially true for mobility.

Who is Silvia Velo.With a degree in chemistry and pharmaceutical technology, with a PhD in chemistry medicine and a specialization in pharmacology and toxicology, in 1999 she has been elected mayor of Campiglia Marittima (Livorno) and reconfirmed in 2004. In 2006, she reaches the Commission of Transport of the Italian Parliament. In 2008 she is elected as Vice President of Commission for Transport.

TTS in action

Concluded the 19° ITS World Congress in Vienna
It was held in Vienna from 22 to 26 October the 19° ITS World Congress. TTS Italia has participated with a stand of 60 squared meters in collaboration with the Piemonte Agency for Investments, Export and Tourism. Many TTS Italia members were there with a dedicated position: 5t, Autostrade Tech, ISMB, Famas System, Pluservice, Telespazio. In addition, there were two silver sponsor: SISTeMA and Swarco Mizar. Following the 19° edition motto “Smarter on the way”, TTS Italia members showed their latest products and solutions for road transport and safety. TTS Italia has also welcomed at its stand Fondazione Formit with the i-Tour project in which TTS Italia is involved as stakeholder. The Congress registered more than 10 thousand participants with delegates, exhibitors and visitors reconfirming as one of the main event for the ITS sector.

Second edition of the New World Conference: “The New World II – The General States of ITS for mobility management in Italy: the demand and supply meet” – 3, 4 December 2012 – Bologna/ Workshop “Fostering ITS Policy” – 5 December 2012 – Bologna
TTS Italia in collaboration with Club Italia is organizing the Second Edition of the Conference "The New World - The general states of ITS for mobility management in Italy: The demand and supply meet," to be held on 3 and 4 December 2012 at the Hotel Savoia Regency in Bologna. The conference will provide an opportunity to present and discuss the contents of the draft of the ITS National Plan, made from the table of Italian associations interested in ITS sector and coordinated by TTS Italia. Also for this year, the conference will be organized in an exhibition part and a congressional one to give the widest possible space to all fields of application of ITS systems for the management of urban and extraurban mobility and logistics, security, electronic payment systems, and technologies applied to local public transport. In particular the conference will be structured in 10 sessions with a Round table for each of the two days to discuss issues related to the ITS sector with Local Authorities and Institutions. Moreover, in the same venue, it will be held on December 5 the Workshop “ Fostering ITS Policy” organized by TTS Italia in collaboration with the IRF-International Road Federation, member of the European ITS Advisory Group. The Workshop will present the results of the Policy Committee, to which TTS Italia is participating.

News of the month

ACI and TTS Italia welcome a Chinese delegation
It was held on 17 October, at TTS Italia office, the meeting among the Secretary General of then Association, Olga Landolfi, the representative of the Italian Ministry of Infrastructure and Transport, Prof. Carlo Medaglia, and the Chinese delegation composed by the Chairman of ITS China, WU Zhongze, and by representatives of the Ministry of Science and Technology of China (MOST) and by the Chinese Embassy in Italy. The meeting has been the occasion to show a general framework of Italian initiatives on ITS with a special focus on the acknowledgment of the ITS Directive. Later, the delegation has been hosted by ACI, TTS Italia founding member, at Luce Verde for a technical visit and for a debate on Italian and Chinese needs on Infomobility and on ITS.

ACI: money fines for safer roads, Trieste is the most virtuous Italian city
A study conducted by ACI, TTS Italia founding member, has analysed how much money from fines is actually used for safer roads in 20 Italian cities. In total, the study has evaluated that from fines cities get revenues for 673.165.000 euro and that 70.5% is used for road safety. However, the Italian city managing at the best fines revenues is Trieste (North-East Italy) with 177% used for road safety. The worst Italian cities are L’Aquila and Potenza.

Atac and TTS Italia welcome a Chinese delegation
On 29 October, Atac, TTS Italia founding member, has welcomed a Chinese delegation of more than 30 representatives of Beijing companies active in the mobility and transport sector. The meeting has been opened by the Director of the Institutional relationships and Special Projects. Followed a presentation on TTS Italia activities by the Secretary General of the Association, Olga Landolfi, and a presentation by Mr. Spirito from Atac on the actual condition of Italian transport and mobility. The delegation has then visited the traffic control centre managed by Atac.

Final Conference of the PASHMINA project
It was held on 16 October, in Brussels, the final conference of the European project PASHMINA, of which ISIS, TTS Italia ordinary member, is one of the partner. For the past three years, the PASHMINA project consortium has developed and experimented with a new generation of tools to better assess the interaction between the economy and the environment, the paradigm shifts in the energy-transport-environment nexus and land use and territorial functions, and the shifts beyond GDP measurement and the economic growth paradigm. The results obtained, the policy recommendations formulated and the questions that emerged have been presented during this one day conference.

In December call for paper open for the third conference on “Models and Technologies for Intelligent Transportation Systems”
I twill be held from 2 to 4 December 2013, in Dresden, Germany, the 3° International Conference on Models and Technologies for Intelligent Transport Systems (ITS). Among the members of the conference steering board, there is Prof. Gaetano Fusco from the University of Rome “La Sapienza”, TTS Italia ordinary member. the focus of the meeting will be on the cross-modal use of ITS in urban traffic. Over the next few years challenges are expected in this area caused by the increasing availability and use of vehicle-to-vehicle and vehicle-to-infrastructure communication. On 1° December the call for paper will open on models and technologies of ITS o air, rail and road distance transportation. In November the third European Workshop on “Telematics for Automotive”
It will be held on 20 November, at l’Auditortium CEA of Centro Ricerche Fiat, TTS Italia ordinary member, in Orbassano (Turin), the 3° European Workshop on “Telematics for Automotive - Connected Car and Telematic Services”. The Workshop is organized by ATA (Associazione Tecnica dell’Automobile) and by the Chamber for Commerce of Turin, with the support, among the others, of Centro Ricerche Fiat, part of the Organising Commitee and will be focusing on Telematic services. The maturity of the wireless communication technologies and their penetration in the automotive market is changing the way how the customer live and use the car. The vehicles are more connected among them and with the external world, providing a higher level of safety. Among the speakers of the day, Telecom Italia and Tom Tom, TTS Italia ordinary member.

Instant Mobility Workshop in Vienna
It was held on 21 October, in Vienna, just before the opening of the ITS World Congress, the Workshop of the Instant mobility project . Instant Mobility is a two year research project funded by FI-PPP (Partnership Public-Private Future Internet) exploring the potential of Future Internet for a better mobility of both goods and people. Many TTS Italia members are involved in the project: Atac and Swarco Mizar, TTS Italia founding members, CRF and Telecom Italia, TTS Italia ordinary members. the workshop aimed at promoting the interaction between ITS community and FI-PPP programmes, as well as presenting the results of the project so far.

Nextant wins tender for air traffic management
Nextant, TTS Italia ordinary member, has won the tender issued by Enav for service in support of research, development and validation of the Air traffic management system within the European Programme SESAR. The final value of the tender is 1 598 080,00 Euro.

TTS Italia is involved in the dissemination activities of COSMO (Cooperative Systems for Sustainable Mobility and Energy Efficiency), an European project lasting 32 months (2010-2013), coordinated by da Swarco Mizar, TTS Italia founding member, and co-financed by the European Commission within Framework Programme Competitiveness & Innovation – ICT Policy Support.
