Marche Region will present the results of the European project RITS-Net, funded within the Interreg IVC EU programme, during the conference “The ITS within the 2014-2020 programme”. What is the goal of the project and what are the application of the project?
Current trends in regional development call for a higher sustainability of existing transport policies through the use of Transport Telematics or Intelligent Transport Systems (usually named ITS) solutions at regional level. European policy-makers have recently adopted legislation for the deployment of Intelligent Transport Systems in the field of road transport, putting more emphasis on the use of ITS as a management tool of transport policies. While local ITS implementations already exist in certain European cities, these applications are generally not interoperable when transport activities spread out the administrative urban boundaries.
In this context, RITS-Net aims to contribute in the integration of ITS in the regional mobility planning, with the objective of improving transport policies and assuring harmonization of local ITS applications with the ITS Country plans as required by the EC Directive (2010/40/EU) on Intelligent Transport Systems in the field of road transport.
Each partner of the project carried out several activities tied both to the definition of an ITS Regional Action Plan and o the development of a feasibility study on a specific topic among: e-ticketing, generic overview on ITS, Advanced Traveler Information Services, Sustainable mobility, Parking management. The study is based on guidelines, standards, useful information to analyse technical problems and policies to adopt.
The final objective is to help Regions developing individual ITS regional plans to be integrated in each overall mobility master plan and provide a common methodology to be further replicated.

The Structural Funds are a great opportunity for the technological innovation. What is doing the Marche Region in view of the new tranche 2014-2020? Are there any actions for the mobility?
The Marche Region has allocated around 65 Million Euro to support an economy at lower carbon emissions and of these, over 25 Million Euro will be invested for the implementation of sustainable urban mobility. Unfortunately, a huge part of the funds will be invested in the renewal of the urban bus fleet: as a result of the well-known "funding cuts" from the State, it is no longer possible to fund the measure through other channels. The remaining part will be invested on technological innovation which is required both from public bodies and citizens. We will promote the implementation of technologies to control vehicles, routes, traffic as well as the implementation of new payment technologies.

TTS Italia launched the Platform for the Local Entities to encourage the dialogue between demand and offer as per ITS. Do you think this might be an opportunity also in view of the new POR (Operative Regional Programme)?
For sure, I think that opportunities to dialogue are always useful, especially when demand and offer can meet. The Platform launched by TTS Italia will be especially useful to exchange god practices and innovative solutions.

Marche is one of the five regions that will be part of the national table for the definition of standard costs in local public transport. There will also be indications for the technology related to this sector?
The Marche Region is well focused on the costing standards and appropriate levels of service. As per the last item, unfortunately, the central bodies didn’t implement a suitable initiative for a more balanced sharing of the National Fund for the Local Public Transport. So far, a table of expert has been created which includes involved Ministries, Regions representatives, the National Association of Municipalities, “La Sapienza” University experts. The aim off this group is to identify the average cost of the Local Public Transport by road, tram, metro and rail. The identification of a standard cost for the public transport would be a recognition of the good management of services from an entity and would support the allocation of the future funds.

Who is Sergio Strali. With a degree in Political Science and journalist, from 1975 to 1980 he worked for the Marche Region on surveys and studies in the areas of craft, small and medium enterprises and public relations. Since 1987 employee of the Region and since 2000 he has been Director of the Transport. He has promoted the development and updating of the Regional Transport Plan, ensuring in particular the preparation of the Plan of Transportation of people and goods. He prepared the plan of local public transport and elaborated the Triennial Program of the investment industry. Since 1999 he has been a member of the Central Committee for the National Register of road, created within the Ministry of Infrastructure and Transport, representing the Region of Central Italy.

A tool for decision support: the DSS M.O.V.E. (Organizational Model and enhancement of public transport services)

A decision-making process consistent with the mentioned requirements needs the interaction of the actors of the TPL reformed: the regulator, the regulated; to start from testedoperating program, or a draft operating program called for tender by the Authority, benchmark for the offersof the companies. The draft program should be drawn up on the basis of an estimated potential demand, which summarizes the objectives of regional policy in the field, under the constraint of the resources made available by the Region.
The terms of the comparison between the programs making up the companies’ offers and the base program called for tender are represented by respective income statements and balance sheets. Those drawn up by the regulator on the basis of objective conditions of management, the ones drawn by the individual operators on the basis of actual conditions. Both the deals and the proposal, in order to be comparable with each other, must use the same units of measurement and the same configuration, even if the processes that lead from the two extremes of the system to the same configuration differ in some way.
From the Region side, indeed, the starting point is made by crossing potential demand and available resources, depending on which is built the program to be put out to tender in terms of the number of seat-km to deliver on a given network; physical quantities are then transformed into economic values (price per km), through a process of development that takes into account both performance standard (target values), and those actually expressed by companies operating in contexts similar to the one which the proposal relates (actual values).
In terms of companies, however, the starting point consists of the seat-km of the proposal, according to which it is necessary to determine the physical and human resources needed to ensure the level of service offered to them accordingly.
The operating program that hence results is enhanced, that is, turned into a real profit and loss forecast, based on the actual performance of the individual company.
In a context of scarce resources, however, are important both the way in which the total resources allocated to transport will be shared among the various basins, and the way in which they are distributed between the various modes of transport within a same basin.

ACI: 368 human lives saved on the Italian roads in 2013
There are 368 human lives saved on the Italian roads in 2013. This is nearly 10% less than in 2012, with results that are relevant for certain groups such as cyclists (14.0%) and motorcyclists (14.5%) .These are some of the data contained in the latest report ACI-ISTAT "Road accidents in Italy in 2013", presented in Rome by ACI, TTS Italia founding member. In 2013, statistics about the number of accidents on the trunk road network, show that cars account for 73% of the vehicles involved; while goods vehicles 12%, with 7% mortality (victims on board the vehicle). Mopeds, cars and goods vehicles reported a greater reduction in mortality on board than the other modes. As for freight vehicles, the percentage reduction in mortality in 2013 compared to 2012, is about 17%. Seven out of 10 accidents occur on urban roads, but in town accidents in a year decreased by 4.4%, 11.3% of the deaths and injuries of 4.2% . The municipalities that have the highest mortality rate are Naples (1.69 deaths per 100 accidents), Catania (1.57), Trieste (1.43) and Turin (1,31) compared to the average in the major towns of 0.71 deaths. Among drivers age groups most at risk are those of young people, in particular between 20 and 24 years (219 victims), and that of adults between 40 and 44 years (215 victims). Among the pedestrians fall victims of 4.7%, but increased by 1.6% the wounded.

MEDUSA: satellite navigation for transport
The utilization of satellite navigation for tracking and tracing the transport of goods is widely adopted in logistics, not only for commercial reasons. The present trend is to extend its use also for institutional purposes, for supporting and facilitating customs procedures and improving the control of the freight traffic flow along the entire supply chain. In the future, the adoption of satellite navigation technology could likely become a must.
In the past years, various initiatives have been undertaken by the European Commission, especially to incentivise the use of the positioning services provided by the European satellite navigation systems (European GNSS, E-GNSS), particularly of EGNOS today and in the perspective of Galileo. By enabling a robust and reliable traceability of the freight, EGNOS and Galileo support the establishment of liability scheme among the various stakeholders, thus contributing to the implementation of the “e-freight” and “green lanes/corridors” envisaged by the European Commission policies for logistics.
The European project MEDUSA, aimed at stimulating the Euro-Mediterranean cooperation, has recently conducted a demonstration of the use of EGNOS to track and trace the shipment of intermodal containers across the Mediterranean sea and to monitor the movement of commercial vehicles in Jordan.
Started in April 2014 and presently on-going, with the involvement of the Jordanian Customs and the aid of the Ministry of Transport of Jordan, this demonstration utilizes technological solutions developed by Telespazio, project coordinator of MEDUSA.
MEDUSA (MEDiterranean follow-Up for EGNOS Adoption) is a project funded by the European Commission in the framework of the Euromed GNSS II programme. MEDUSA aids the Euromed countries in using the services provided by the E-GNSS, EGNOS and Galileo, and guides them towards the relevant introduction and adoption primarily in the transport domains. The involved “Euromed” countries are: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia. MEDUSA is implementing a programme of technical assistance actions, aimed at technological transfer, capacity building and the identification of a suitable path and national action plans.
The demonstration in Jordan is one of the technical assistance actions developed by the project, and it is specifically oriented to the use of EGNOS for the freight and road transport.
The results of this demonstration have been presented to the Euromed countries during a public event held in Amman on 21 October.
Since EGNOS is operational, this is the first life experience of its services usage in the most distant areas from Europe. The results are positive and encouraging in terms of technical feasibility, operational benefits and interest of the involved stakeholders not only from Jordan but also from the other Euromed countries. The demonstration carried out by MEDUSA has clearly shown that the EGNOS coverage goes far beyond the European borders, thus can provide benefits not only to European countries, but also to countries outside Europe. In particular, the non European countries around the Mediterranean basin can benefit already today from EGNOS services, though with degraded performances with respect to Europe. Thus, in parallel with the activities presently on-going to extend the service coverage across the area, they can carry out experimentations and prove advantages.
During the event in Amman, the participants from the institutions and main stakeholders of the Euromed countries, capitalizing on the Jordanian experience, discussed on the opportunities offered by the use of satellite navigation services in the freight transport and road domains, shared interests and strategies in a national and regional perspective, learned about similar European experiences and success stories.
The event in Amman follows a similar one held in Tunis last June, which was focused on aviation and was aimed at presenting the results of a demonstration of the use of EGNOS in the flight approaches phases.
As happened in Tunis, also in Amman, the Euromed countries reiterated their interest towards the E-GNSS, thus confirming that EGNOS today and Galileo in the future can provide benefits not only to European countries, but also to countries outside Europe.
During the event in Amman, as done in Tunis, the participants from the Euromed countries recognized that MEDUSA has the key role of guiding them towards the adoption of EGNOS, and in the perspective of Galileo. In this way, MEDUSA reaffirms its ability to support the expansion of E-GNSS horizons in North Africa and in the Middle East, and to foster the regional cooperation and involvement.
Besides, MEDUSA’s demonstration in Jordan provides useful results not only for the Euromed region, but also for other countries outside Europe interested to use EGNOS and Galileo in freight and road transport.

Pluservice will manage the infomobility service for the Puglia Region
Pluservice, TTS Italia ordinary member, has won the tender for the management of the infomobility service for the Puglia Region. The contract specifically provides for the delivery of the Regional Traffic Service for 18 months through the design and implementation of an information system independent, open, integrated and interoperable, capable of providing, on different media, static and dynamic information before and during movement (pre-trip and on-trip). The main objective is to harmonize and integrate the information systems related to unimodal transport in a single information platform by collecting, merging and processing of databases of different public transport operators

Project Automation wins tender for limited traffic zone in Turin
Project Automation, TTS Italia ordinary member, has won the tender issued by 5T Srl for the design and implementation of the limited traffic zone access control in Turin. The tender was issued within a specific project focused on the renewal of technological systems for traffic control.

Conference on “ITS within the programme 2014-2020” – 3/4 December 2014 – Rome
Following the definition and approval of the 2014-2020 Structural Funds programming, TTS Italia is organizing for 3 and 4 December 2014, in Rome, the conference "ITS within the programme 2014-2020", in collaboration with Marche Region and the European project RITS-Net. The goal of the event is to involve regions, municipalities and metropolitan areas to understand how much and how ITS will be present in their activities for the next six years, how much and how ITS can bring benefits in the country. In addition to local authorities, the institutions will be present to learn about the actions planned for the ITS sector in the short to medium term with the Structural Funds and to understand how to take advantage of them to make a real innovation.
Several Municipalities and Regions will be attending the event: Rome, Messina, Rimini, Turin, Florence, Bari, Bologna, Venice, Regione Calabria, Regione Campania, Regione Emilia-Romagna, Regione Liguria, Regione Marche, Regione Piemonte, Regione Puglia.

The President of TTS Italia at the Smart Mobility World in Turin
From 12 to 14 November, it was held in Turin Smart Mobility World, the european reference event for the mobility of the XXI century.
An initiative organized in Turin, European guide for the development of ITS services and Infomobility for “smart cities”, and for the development of technologies for Green Cars and Sustainable Transport. The event, organized by ClickutilityTeam, GL events Italy-Lingotto Fiere and Innovability, with the support of the Chamber of commerce of Turin, comes from the aggregation of three international forums already established: ITN Infrastructures & technologies for the Smart City Forum (www.itnexpo.it); Telemobility Forum (www.telemobilityforum.com); Green Cars Forum (www.greencarsforum.com). The event included more than 20 conferences and 140 speakers. The open conference, “Connected Automobiles” (www.connectedautomobiles.eu), involved experts of the sector to define the future development of this promising business. The President of TTS Italia, Rossella Panero, was the Chairman of the session : “ITS in the digital agenda” and speaker of the conference “The technology as support for the governance of the City Logistics ”.


TTS Italia enters the Cluster Trasporti 2020
TTS Italia entered the “Cluster Trasporti Italia 2020″, an association created by the Italian Ministry for Education and Research bringing together private and public Italian players to foster the development of transport and of the related technologies. The Cluster also aims at defining the transport policies for the next years in the country, taking into account the European goals for climate, environment and intermodality.

TTS Italia in business trip in Singapore and Indonesia
TTS Italia, represented by the General Secretary Olga Landolfi, organized a business trip to Singapore, November 12 to 14, in collaboration with ITS Singapore and the Land Transport Authority of Singapore. On the November 12, a Memorandum of Understanding (MoU) with ITS Singapore was signed to foster future collaborations / partnerships / synergies; also and technical visits were organized both at the central control of the Port of Singapore and in an area dedicated to the testing of autonomous vehicles. On November 13, there was a meeting with the Land Transport Authority and technical visits to the Central Traffic Control and Gallery. In addition to the Secretary of the Association, the ordinary member of the TTS Italia, Pluservice attended the business trip to meet representatives of the Land Transport Authority and examine issues relating to payment systems for mobility.
In addition, TTS Italia participated in the "1st Asia IRF Regional Congress & Exhibition held in Indonesia, Bali, November 17 to 19, with the title” Building the Trans-Asian Highway”, organized in collaboration with the Ministry of Public Works of Indonesia. Indonesia is the largest economy in Southeast Asia and is considered one of the world’s leading emerging market economies. It has a large road network spanning more than 213,649 km of paved highways and about 154,711 km of unpaved highways. As an emerging economy, Indonesia is making significant transportation infrastructure investments which are necessary to help it maintain pace with its rapid growth. To help bridge this infrastructure gap, the Indonesian Ministry of National Development Planning plans to invest US $536.1 billion in infrastructure projects between 2015-2019, of which US $104 billion — or 19% — would be invested in roads alone. The General Secretary participated as a speaker in the session “Innovations in 21st Century Transport” telling about “Co-opertive Mobility Services in Europe”.
