SENATOR MATTEOLI, CHAIRMAN OF THE COMMITTEE OF THE PUBLIC WORKS AND COMMUNICATIONS OF THE SENATE

Senator Matteoli, the smart city issue is involving both politics and public opinion. For sure, smart mobility is fundamental for their development. In your opinion, what are the best strategies to face the technological renewal in transport?
The growing need felt by public opinion, particularly in the last decade, about issues related to sustainability, liveability and social equity in the city, stimulated the political EU and national legislation to lay the groundwork for achieving the objective of the transformation of our cities into smart city, that is technological places and interconnected, attractive, efficient, open, collaborative, digital. According to European Community, the degree of smartness of a city should lay on six points: economy, mobility, environment, people, standard of living and government. Mobility is fundamental for a city to be smart. Actually, according to the International Transport Forum, the number of passengers and goods in 2050, will increase to three or four times, with obvious negative consequences - if we do not intervene effectively - on all indicators of the transport system, including: congestion, safety and pollution costs. In our country, 70% of trips does not exceed 10 km and 50% occur within the municipalities and there occur many of the problems of exceedance of air quality. Moreover, 70% of accidents occurs in urban areas. Faced with this scenario, we need to rethink mobility, in order to respond to new needs in a flexible, effective and safe manner. The goal is to create an urban model capable of improving the quality of life of citizens and that by making it mobility easy and fast, can free time and energy to be devoted to social growth of individuals and communities. A more incisive change can be reached by making citizens increasingly "informed", "connected" and, consequently, "active subjects" in mobility. The technology is spurring this trend thanks to the wide diffusion of various tools and mobile connection with custom mobile applications (the "app"), among other things, the semi-permanent connection allows you to collect information on the movements in an indirect way, capillary and inexpensive. Even the "social networks" are becoming the preferred channel by travelers to report discomfort, congestion, accidents, and if integrated with the monitoring networks, they are also an effective solution to the problem of dynamic data retrieval. Therefore, it is necessary, on the one hand, to complete the regulatory framework necessary to promote and govern the deployment of enabling technologies and infrastructures, on the other to foster real and effective activation of "network" services (transport demand, car and bike sharing, city logistics, etc.). Today ITS technologies are mature and available at low cost and their use on a large scale is the subject of an impressive European effort, our country must satisfy and provide a renewed impetus to the development of the sector. We already started with the acknowledgment at national level of the European normative in the ITS sector and the related ITS National Plan represent the regulatory framework for all actors. The road is still long, but the direction taken is, in my opinion, the right one.

Italy, despite having excellent experiences in this field, it is still a bit late when compared to the international scene. According to his experience as Minister for Infrastructure and Transport and Member of Parliament, what are the difficulties that the world of ITS (Intelligent Transport Systems) met?
No doubt that our country discounts delays in this as in other areas of civil, social and economic life, which results in considerable cost. The cost of urban congestion, for example, is estimated to be around 2-3% of GDP, well above the European average (European figure is around 1%), the average speed in our cities during peak hours is of 7-8 km / hour, and is further decreased, the polluting gases continue to exceed the thresholds of the law; road accidents have decreased dramatically but much more can and needs to be done in this area. Finally, even though some examples of excellence in the use of urban ITS systems, the global penetration of intelligent systems is still limited mainly because of an uncertain regulatory framework and a lack of research and action too fragmented, episodic and located. On the other hand, however, our country sees a high penetration of ICT, especially mobile communications and is investing in broadband networks and the "digitization" of services. In addition, massive public funding devoted in recent years to the strengthening of public transport and mass of innovative systems for local public transport, are providing many of our cities public transport networks, efficient, safe, low noise and air pollution.

In the beginning of this legislature a series of consultations have been launched, what idea do you have of the situation? What will be the most important choices in the field of transport you are striving for?
The reform of the law on port facilities is an important goal. So are the necessary work on the rail.

Italy is in the process of making very important choices for the development of transport technology. The Decree Sviluppo bis (Article 8) introduced a series of obligations, implemented with the interministerial decree published in the Official Journal on March 26. In particular, standards push the collection of traffic information and its dissemination to users, freight information and that of the ports. Do you think this is the right way? Do you believe that the measures are sufficient and can be applied effectively?
The Decree Sviluppo Bis has set down the guidelines for the deployment of Intelligent Transport Systems (ITS) in Italy. The decree provides, among other things, the establishment of a coordination committee of the initiatives in the field of ITS, called ComITS, which will have the task of expressing a binding opinion on projects that involve the use of public funding, in terms of compatibility and consistency with the initiatives and national and community lines. I personally think that the decree draw the right way to contribute to the achievement of the "smart mobility" in our cities. I also feel that the measures and actions dictated by the decree can and should really be taken, because the decree provides real benefits to participation in the system of "pooling" of data infrastructure and traffic. Bodies owners, operators and dealers of infrastructure, as well as suppliers of value-added services, will clearly benefit from a framework of clear action and of the creation of a common base of knowledge and information fully consistent with the lines of Community '"open data".

TTS Italia has submitted a proposal for the ITS action plan to the Ministry of Infrastructure and Transport. The final version from which the Ministry must draw National ITS Plan. The final version will then be published and communicated in Brussels. What do you think are the priorities to be pursued?
I am aware of the fact that the Minister of Infrastructure and Transport has advanced to the President of the Council its proposal for a national ITS Plan and I remember that at the end of my term as head of the Congregation I always look with favor on the continuous exchange of experiences , skills and "vision" between the different associations of stakeholders and the technical structures of the Ministry. I do not want to anticipate the content of the Plan, but I'm sure that it will be consistent with the regulatory perimeter determined by the EU Directive and the ITS Ministerial Decree and give due consideration to the proposals and ideas expressed by the whole complex of stakeholders, in large part represented within TTS Italia.

Finally, in his life as a common citizen, what technologies related to mobility do you appreciate? And why?
Certainly the High-speed rail both for the technology used and the positive effects for the environment. And then, for example, the tutor system for controlling the speed on motorways and some roads that has saved thousands of lives or, still, the famous moles to realize the galleries that allow to speed very much their realization.

Who is Altero Matteoli. He is from Tuscany. Company manager, after being councilor of Castelnuovo di Garfagnana and then councilor of Livorno, Matteoli was elected deputy for the first time in 1983 and re-elected to the House without interruption until 2006, when he joined the Senate. In his long political career, he held various positions in the party and in the institutions. Responsible for the organization of the National Alliance and a member of the Political Bureau of the party, was appointed environment minister in 1994 in the first Berlusconi cabinet. Reconfirmed in the same position with successive Berlusconi governments in the five years 2001/2008, Matteoli has held the position of group leader within the National Alliance to the Senate in 2006/2008. Matteoli has been a fervent supporter of the birth of the Popolo delle Libertà party. From May 2008 until November 2011 he was Minister of Infrastructure and Transport. In this term was re-elected to the Senate and is chairman of the Commission for Public Works and Communications of the Senate.

Conference “ITS and smart mobility: time to chose. The priorities for technologies in transport” – 10 July 2013 – Rome
TTS Italia is organizing the Conference “ITS and smart mobility: time to chose. The priorities for technologies in transport”, that will be held at the Chamber of Deputies in Rome on the 10 of July. The aim of the conference is to present the new Government and Parliament proposals developed by TTS Italia in collaboration with its members and the associations of the sector, contained in the proposed National ITS Plan and create an opportunity for discussion between representatives of the Government and Institutions and major stakeholders in the sector in a very important moment for the world of technologies related to transport. A precise change has been imposed by Europe, nationally the foundation for the re-launch were laid, but now the concrete implementation of the measures and interventions are required. During the conference, TTS Italia will present a short report based on the proposal for an ITS National Plan already elaborated and that will underline the priorities for a real development of the smart mobility as well the social and economical benefits tied to the implementation of the activities described in the Decree for the diffusion of ITS in Italy published on the 26 of March 2013.

COMPASS project releases its first newsletter
TTS Italia, has released the first newsletter for the European COMPASS (optimised CO-Modal PASSenger transport for reducing carbon emissions) project, which it is now involved in as a consortium partner. The newsletter is shared jointly with another European project, OPTIMISM (Optimising Passenger Transport Information to Materialize Insights for Sustainable Mobility), and reveals the first results and deliverables achieved by both projects and offers more details on their future objectives. Both projects are funded by the European Commission’s 7th Framework Programme and are coordinated by UK academic institutions; COMPASS by the Transport Research Institute at Edinburgh Napier University; and OPTIMISM by Coventry University Enterprises. The rationale behind the joint newsletter between COMPASS and OPTIMIS is based on the fact that the two projects show great affinities with each other, as well as sharing common objectives. Both projects propose a set of strategies, recommendations and policy measures, through the scientific analysis of social behavior, mobility patterns and business models, for integrating and optimizing the transport system. This will be based on the modeling and the assessment of the impact of co-modality and ICT (Information and Communication Technology) systems for transport. There is a cluster among some activities of the two projects and some results obtained in OPTMISM will be used in COMPASS, so it was decided to try and share knowledge on common issues.

In September the 9° edition of Telemobility Forum
In Partnership with TTS Italia, Innovability and Clickutility Team organize the ninth edition of Telemobility Forum 2013, a reference point for the Intelligent Transportation Systems for the development of sustainable, efficient and safe mobility, and with particular attention on issues of satellite navigation and user information. The event will be held in Turin, at Centro Congressi Lingotto, from 26 to 27 September. Telemobility Forum attracts the international business community participating as a sponsor and visitor. The last edition was attended by 1952 visitors - 151 Speaker and 64 Sponsors, Exhibitors and Partners and 253 business meetings were organized. The new edition will be co-located with Green Cars (www.greencarsforum.it), the first event dedicated to technological innovation aimed at producing clean cars with low emissions, particularly in components, machinery, equipment, accessories and services, especially in the areas of styling and engineering.

Operational meeting between the associations of transport sector in TTS Italia
It took place on 11 June, in Rome, at the headquarters of TTS Italia, the operational meeting organized by TTS Italia to unite the associations of the transport sector. The aim of the meeting was to define proposals relating to the rules and guidelines established by the Italian Decree on ITS, in full compliance with the contents of the proposed ITS National ITS developed by TTS Italia in collaboration with the same associations. The Decree on ITS refers, in several places, technical regulations yet to be determined, and that may have a strong impact on the development of ITS products and solutions. TTS Italia believes that the participation of all the associations to the definition of these rules is essential to protect the industry and the companies represented, also in view of new decrees to be issued.

Pisa and La Spezia launch ITS Open system with the POSSE project
The Italian cities Pisa and La Spezia announce the kick-off of a new interreg project recently approved by the European Union, POSSE, supported by TTS Italia. POSSE (Promoting Open Specifications and Standards in Europe), will undertake a range of activities to facilitate the exchange and sharing of knowledge and experience on how to develop, implement and maintain open specifications and standards for ITS and traffic management. POSSE will draw up good practice guidelines covering the processes and considerations required for the specification and implementation of open ITS systems and standards drawing on lessons learnt and tips from two existing open specification frameworks, namely UTMC and OCIT/OTS. The POSSE project runs from January 2012 until December 2014. POSSE was set up to raise awareness of the need for open specifications and standards for road-based transport management and to share the experiences of existing open system frameworks in Europe. A central objective of the project is to build the capacity of transport authorities to implement open specifications and standards. To this end, POSSE will facilitate knowledge transfer between the existing open standards and specifications frameworks (UTMC in the United Kingdom and OCIT/OTS in the German speaking part of Europe) and public authorities wishing to move towards open systems. These public authorities, referred to as the POSSE Transfer Sites, are the cities of Burgos (ES), Pisa and La Spezia (IT) and Klaipeda (LT), the Norwegian Public Roads Administration and the Czech Transport Research Centre (CDV). With the expertise of the main technical partners, they will each develop a plan for implementing open standards and specifications. Both Pisa and La Spezia are very active in the ITS sector and willing to use the POSSE project for best practices exchange and further ITS development. On the nxt October, in Milan, a POSSE national workshop will be organized.

TTS Italia and its member at the i-Tour project conference in Rome
It will be held on 1 and 2 July, in Rome, the conference of the project i-Tour, involving TTS Italia as a stakeholder. The conference, organizsed by Fiat Group Automobiles and FORMIT Servizi will present the results achieved by i-Tour (www.itourproject.com), financed within the 7° Framework Programme and aimed at developing an open framework to be used by different providers, authorities and citizens to provide intelligent multi-modal mobility services. i-Tour client will support and suggest, in a user-friendly way, the use of different forms of transport (bus, car, railroad, tram, etc.) taking into account user preferences as well as real-time information on road conditions, weather, public transport network condition. The conference is organized in two days. The 1st of July, the workshop “CAAR2013. Cooperative day of Adaptive trAvel infoRmation” will be held, focused on the presentation of the project and its progresses as well as on an overviews of the ITS development in Italy. TTS Italia will take part to the workshop represented by Olga Landolfi, the Secretary General, and by ACI, founding member; the Departments for Transport of the universities of Genova and Naples, Octo Telematics, IVU Traffic Technologies, ordinary members. On the 2nd of July, the workshop “Transport Information Systems and Security research” will be held, dedicated to research in transport sector both at national and international level.

TTS Italia at “General focus on Mobile Transport in Italy” – 19 June 2013 – Roma
TTS Italia, represented by Olga Landolfi, the Secretary General, took part on 19 June, in Rome, at the conference " General focus on Mobile Transport in Italy", organized by Club-Italia with the support and patronage of ASSTRA, AIPARK, Federmobilità and TTS Italia. The experiences of Mobile Ticketing started many years ago, with various technological solutions for the generation and payment of the ticket on the move. Initially, mainly sms were used, and the solutions are then evolved to the App with the advent of Smartphones.SmartPhone totally changed the potential that the customer has on his device and quantity and quality of available services have grown as well. The event involved institutions, transport and parking companies, industry players, telecommunications, banking to agree on a common path of interoperability in the mobile payment.

TTS Italia at the Workshop “ITS in mouvement” in Cagliari
TTS Italia, represented by its Secretary General Olga Landolfi, took part at the Workshop “ITS in mouvement” organized in Cagliari (South Italy) by department for Transport of the Regione Sardegna within the project “ITS Platform for intermodal and interregional mobility – 3iplus”. The Workshop has been the occasion to present both project and its results as well as to illustrate ITS best practice at national level. The Secretary General took part with a speech on national policies and strategies on ITS.

Kiunsys: Tap&Park available in the City of Forlì for parking payment with your smartphone
After the success of Pisa and Carrara, now Tap&Park, developed by Kiunsys, TTS Italia ordinary member, is available in the City of Forlì, too. From May 15th, 2013, the citizens owning the Forlì Pass can finally pay for parking with three simple taps, no longer using coins. They have just to install Tap&Park, set the parking time and start it. When the parking time is about to expire, Tap&Park informs the user with an alert.  The user can renew the parking time from anywhere, without returning to the parking lot. Instead, If the parking lasts less than expected, user can ask for the instant refund for the time not spent. Thanks to Tap&Park, Forlì Mobilità Integrata - FMI continues the innovation path of urban mobility service undertaken with the integration of Ines Cloud and the distribution of Mobility Passes to residents and local businesses which can now autonomously manage their mobility services, the authorizations renewal and the purchase subscriptions, by simply logging via web to their reserved area, thus saving money and long queues at the counters of the FMI. Tap&Park offers a long list of features, many of which can also be enjoyed without owning a Mobility Pass.

Launching event of the TISAR project
It was launched on 20 June the TISAR project coordinated by Regione Marche and involving Pluservice, TTS Italia ordinary member, among the partners. TISAR (Traveller Information System for the Adriatic Region) will raise a discussion over the theme of public transport data sharing and multimodal traveller information at political and technical level. The aim of the project is the implementation of an ICT platform where public transport and journey planning data will be merged and made available in the languages of the IPA Countries. The TISAR platform will give information on available public transport solutions combined in a seamless multimodal journey planning. The project involves public authorities of different countries of the Adriatic region and 2 technology partners with strong experience in the ITS sector. The combination of scientific and technical expertise with the presence of institutional stakeholders will drive to a concrete discussion over one of the major issue at European level: seamless multimodal traveller information. Such a topic is very relevant in the Adriatic macro-region as it involves an area where different languages, cultures and historic background are concentrated in a rather small territory. Today, there is no possibility of having in a single portal all information to plan door-to-door journey within the area by using a combination of public/private transport. The reasons are not only technical but often due to lack of communication, agreements and rules both at local and international level on the sharing of data related to public transport. TISAR proposes the implementation of two parallel worktables, one institutional and one technical interacting with one another and with other worktables at European level, already define two overcome the obstacles related to concrete implementation of a system favouring mobility. Thanks to the presents of technological partners, TISAR proposes actual realization of a platform based to the European standards and adapted to local travel planning systems already detected during the definition phase of the project proposal. The institutional worktable will deal with the dissemination of local policy discussions at European level, showing real results of information and integration. The project is therefore perfectly aligned in Priority 3, Measure 3.2 “Sustainable mobility systems” since it aims at improving an efficient, safe and sustainable transportation system achieving integrated development of the Adriatic area and accessibility to bordering territories.

The agency for mobility in Rome launch a taxi call service by mobile
Roma Servizi per la Mobilità, TTS Italia ordinary member, has launched the service Chiamataxi 060609 and the related that can be downloaded from muoversiaroma.it . This service allows passengers to call for a taxi by its smartphone or tablet, to let know his position through touch, GPS or speech Recognition. Taxi drivers can enter the service by subscription.

TomTom launched a new system for fleet management
TomTom, TTS Italia ordinary member, unveiled the new Webfleet Tachograph Manager
at the transport logistic show in Munich. Using TomTom’s award-winning fleet management system, Webfleet Tachograph Manager is an all-in-one solution, which allows businesses to manage driving-time compliance efficiently. It supports remote and manual download, archiving and analysis of tachograph data to comply with national and European legislation. Webfleet Tachograph manager provides a one-stop shop for transport companies that have to deal with a mixed set of tachographs in their vehicle fleet. TomTom now offers an integrated solution for fleet efficiency and compliance management. Remote download of tachograph data is achieved through a connection with TomTom’s LINK on-board unit, meaning no additional hardware is required. All remote downloads for driver card and mass storage of the tachograph can then be scheduled automatically to ensure deadlines are never missed. The remote download solution offers transport managers and business owners more reliability because of TomTom’s seamless download process. The system provides end-to-end ownership of the authentication process that greatly reduces IT complexity and the risk of disruptions to the download. Company cards and related data are stored at a secure data centre, eliminating the risk of cards being lost or fraudulently used and minimises potential business disruption. All tachograph and driver card information can be accessed from any computer by authorized users via the reliable web-based service. For tachographs that do not have remote download capability, the deadline manager allows reminders to be set when manual download is required or when driver cards must be renewed. This allows both types of tachograph to be managed using a single system. Data is archived for two years and analytic tools create reports detailing driver infringements and potential fines. Webfleet Tachograph Manager is available in Germany on July 1 2013 and on August 1 2013 in other European countries.

V-Detector Viasat: a life-saving algorithm
The social application V-Detector, developed by Viasat, TTS Italia ordinary member, automatically detects any movements or abnormal noise in the vehicle, pointing to the Central Viasat the situation of potential danger (aggression, animal locked in 'cockpit, children unattended in cars, older persons affected by illness) to activate the appropriate rescue operations promptly. The social function of V-Detector (switched on and off by using the application Viasat smartphone apps) through the control of volume and sound of the vehicle, in case of exceeding a predefined threshold (based on a dedicated algorithm), the system automatically sends an alarm to the Central Office Viasat, which activates the handsfree communication and appropriate interventions. The application V-Detector has several uses and it can be used in particular for the prevention of cases such as stalking, assault, robbery and violence against women, children unattended in cars, animals locked up over time in the cockpit, sudden illness for at-risk groups as well as the detection of an explosion or gunshot wounds.

SWARCO MIZAR: spotlight on Tirana Urban Traffic Control launch
The Tirana Traffic Control and Management Centre has been officially inaugurated on the 14th of May. The successful event was attended by several personalities of the Albanian government such as Mr. Lulzim Basha, Mayor of Tirana, Mr. Sali Berisha Albanian Prime Minister, Mr. Fabio Serri, director of the EBRD Office in Tirana, Mrs. Jorida Tabaku, deputy mayor of Tirana and Minister for Integration. The realization of the Control Centre, which gives Tirana the look of an advanced city as the other European capitals, is based on TTS Italia founding member SWARCO MIZAR’s ITS solutions. The Operative Control Centre (TOCC) was completed in full compliance with contract requirements. Some of the expected advantages for the city: the improvement of traffic on the road network, thanks to OMNIA ITS solution for traffic light control, and the prompt information disclosure to final road user. MISTIC platform by SWARCO MIZAR will also guarantee the continuous monitoring of traffic status, the management of SWARCO Futurit Variable Message Signs, which are placed in the most crowded area of the city, and the management of closed circuit televisions that will also provide benefits in terms of security.

CUDE: new RFID blue badge in Verona and Parma

After the recent UHF RFID gate system integration for the LTZ freight traffic control, once again Verona chooses the RFID technology for the blue badge management and, supported by Kiunsys, adopts the new CUDE - European parking card for disabled people, provided with RFID tag. The CUDE, which replaces the old parking and ZTL badges of the City of Verona, can now benefit from the RFID technology, as provided by the Italian Presidential Decree July 30, 2012, n. 151. Thanks to the passive RFID tag integrated into the new blue badge, the Mobility RFID UHF Gates reads the CUDE aboard a vehicle and prevents any counterfeit. The citizen who is entitled the CUDE can request the Mobility Transport Company of Verona (ATM) the CUDE: the blue badge is printed with the user data, it’s associated with one or more license plate numbers and finally it is equipped with an RFID tag. The user, equipped with its personal CUDE, can now access the LTZ with no more notice and without risking fines. The new CUDE adopted in Verona is in accordance with the recommendation of the Council of Europe 98/376/CE and is valid in all the 27 EU countries. With an experience of over 500,000 RFID tags distributed in Italy, Kiunsys supported the adoption of the RFID technology for the management of disabled permits, not only in Verona, but also in Parma. Here the city has realized a pilot project for the management of a “dynamic white list”. Users with a disabled RFID permits (similar to CUDE) can access to the urban LTZ without transmitting the car license plate in advance: the Kiunsys RFID Mobility Gates coupled with the LTZ gates, allow to exclude the vehicles provided with a CUDE from the list of plates subject to sanction.

Project of the month

European project RITS-Net for regional mobility

Current trends in regional development call for a higher sustainability of existing transport policies through the use of Transport Telematics or Intelligent Transport Systems (usually named ITS) solutions at regional level. European policy-makers have recently adopted legislation for the deployment of Intelligent Transport Systems in the field of road transport, putting more emphasis on the use of ITS as a management tool of transport policies. While local ITS implementations already exist in certain European cities, these applications are generally not interoperable when transport activities spread out the administrative urban boundaries. In this context, RITS-Net aims to contribute in the integration of ITS in the regional mobility planning, with the objective of improving transport policies and assuring harmonization of local ITS applications with the ITS Country plans as required by the EC Directive (2010/40/EU) on Intelligent Transport Systems in the field of road transport.

On the next 15 and 16 July, RITS-Net project will hold its fourth workshop on “User information”.
