DE DOMINICIS: “UIRNET to a turning point. AT THE END OF 2013 THE tender FOR THE MANAGEMENT IN PROJECT FINANCING”

Rodolfo De Dominicis, UIRNet Spa President and CEO, tells the logistics Platform that will connect one million users, and all the logistics nodes of the Peninsula, by freightvillages, ports until the railway stations and private platform

The national logistics platform digital, made by UIRNet, is at the starting line. Can you tell us exactly where we are and what were the steps taken so far?
UIRNet is the only national digital platform. After many years of work, we ended the phase of development and we have had the recognition of the law that puts us in a position to look to the future with confidence. UIRNet comes from freightvillages, but then we realized that the logistics network is also made from the ports and logistics hubs of the railways. These nodes are connected to each other by the axes, that is roads, highways and railways. Our immaterial infrastructure manages the flow of carriers in such a manner that the efficiency and security of the system increase. When the economy rebounds we would need adequate infrastructures. Today we lose 40 billion GDP due to an inadequate system, and 12 billion relate only to the ports. UIRNet streamlines the flow of access to ports by reducing throughput time from 30 to 3 minutes. Now we have concluded operational tests involving 10,000 vehicles of large fleets, already partly equipped. We have conveyed the information that we derive from the system Infoblu by Autostrade per l’Italia and those relating to the interchanges with the aim of optimizing the trips, stops, reduce delays. Obviously the more the on-board systems will extend on trucks and more we will be able to give more detailed information. But we're not talking about simpleinfomobility, we must look at infologistics. Because the added value of UIRNet is to tell the trucker what is happening in logistics node of interest.

Which operations still remain to the full utilization of the system?
We are aiming to reach 25-30 thousand users by 2013. It’s a number that we need because the platform is self-powered. We are working with the big associations for road transport. The goal is to reach one million users. In addition, we are opening the dialogue with the State Railways to bring the network and freight centers within the platform. This is foreseen by the law that wants the interaction of the railways to the private platforms.

To access the Platform has a cost?
Today enjoy UIRNet for companies does not cost anything and will not until we have reached a certain critical mass. Then depend on the decisions on the future of UIRNet: if the platform must be kept from the market, additional services must be paid.

Who will decide the future development of UIRNet?
The government. The State has financed the construction and testing of UIRNet with 27 million euro in addition to other 8 put in place by private shareholders of the Platform. Another 20 million are needed for takeoff. We are at a turning point. It has to be decided who will be the operator of the system, we are working with the Ministry of Transport to understand how to proceed.

You announced a contest to identify the operator of the platform by the end of 2013. Can you give us details of the operation?
Probably the tender for the choice of the operator will be done with the principles of project financing: who runs it, is also financing the take-off. We commissioned a business plan at McKinsey according to which the payback would occur after 7 years of management with a return on investment of 20 per cent.. It might be of interest to many Italian and foreign investors.

There will be other selections for lower contracts within the main and additional services of the Platform?
Certainly. We have to do a series of interventions in the area, but also migration and specialization on the Galileo satellite system for special cases such as dangerous goods.

Finally, at national level there are many rules involving the ITS. TTS Italia has submitted a proposal for an ITS National Plan at the Italian Ministry of Transport. The Ministry will send its final version to Brussels. In your opinion what are priorities for intermodality development?
It is certainly interesting and all-inclusive plans that Europe asks of us, but then we need to clarify the areas and priorities to be financed. Italy should take the opportunity to identify one or more national logistics operators that give a boost to the sector. I am convinced that having a national platform can facilitate such identification.

Who is RODOLFO DE DOMINICIS. Degree in aeronautical engineering, with a Masters in California, De Dominicis boasts a long career both academic and management in the transport sector. He is currently professor of "Methods and models for the analysis of the value of the enterprise" at the University of Naples - Federico II; President and CEO of UIRNet SpA and UIRNet North East; director of various companies; President of Operations the Company Interporti Siciliani; vice president and managing director of Kedrion SpA; member of the board of director of SSGS-ICS; Project Owner of Sicurezza dell’Aria Ampia di Gioia Tauro.

UIRNET SPA is public body owned by the major players in the Italian logistics sector and main industrial players. Currently, the shareholding structure is composed of 21 freight villages holding about 80%; by the shareholders technological (SelexES (8%), Telespazio (4%), Autotrade Tech (2%), Telecom Italia (4%); by Fondazione Slala and by 6 transport associations holding the 1% (Fai, Confapi trasporti, Oltre Srl, Confartigianato Trasporti Servizi – Società Cooperativa, TrasportoUnito Service Cooperativa Consortile, Cna-Fita). By the end of 2013 is expected the entry of Port Authorities in Uirnet. To support the roll out of local companies, local societies have been created with regional or macro-regional competences (UIRnet Nort-Ovest, Nord-Est, Emilia-Romagna, Tuscany, Centro, Campania, Puglia, Calabria and Sicily). They act as public-private partnerships aggregating local authorities and private individuals.

COMPASS project releases its first newsletter
TTS Italia, has released the first newsletter for the European COMPASS (optimised CO-Modal PASSenger transport for reducing carbon emissions) project, which it is now involved in as a consortium partner. The newsletter is shared jointly with another European project, OPTIMISM (Optimising Passenger Transport Information to Materialize Insights for Sustainable Mobility), and reveals the first results and deliverables achieved by both projects and offers more details on their future objectives. Both projects are funded by the European Commission’s 7th Framework Programme and are coordinated by UK academic institutions; COMPASS by the Transport Research Institute at Edinburgh Napier University; and OPTIMISM by Coventry University Enterprises. The rationale behind the joint newsletter between COMPASS and OPTIMIS is based on the fact that the two projects show great affinities with each other, as well as sharing common objectives. Both projects propose a set of strategies, recommendations and policy measures, through the scientific analysis of social behavior, mobility patterns and business models, for integrating and optimizing the transport system. This will be based on the modeling and the assessment of the impact of co-modality and ICT (Information and Communication Technology) systems for transport. There is a cluster among some activities of the two projects and some results obtained in OPTMISM will be used in COMPASS, so it was decided to try and share knowledge on common issues.

In September the 9° edition of Telemobility Forum
In Partnership with TTS Italia, Innovability and Clickutility Team organize the ninth edition of Telemobility Forum 2013, a reference point for the Intelligent Transportation Systems for the development of sustainable, efficient and safe mobility, and with particular attention on issues of satellite navigation and user information. The event will be held in Turin, at Centro Congressi Lingotto, from 26 to 27 September. Telemobility Forum attracts the international business community participating as a sponsor and visitor. The last edition was attended by 1952 visitors - 151 Speaker and 64 Sponsors, Exhibitors and Partners and 253 business meetings were organized. The new edition will be co-located with Green Cars (www.greencarsforum.it), the first event dedicated to technological innovation aimed at producing clean cars with low emissions, particularly in components, machinery, equipment, accessories and services, especially in the areas of styling and engineering.

SAVE THE DATE: final Workshop of COSMO project – 16 May 2013 – Fisciano (Salerno)
TTS Italia, in collaboration with Swarco Mizar, the Department of Industrial Engineering, University of Salerno, and ERTICO, is organizing the Final Workshop of the European Project COSMO (http://www.cosmo-project.eu/) to be held in Fisciano (Salerno) over the next 16 of May. The Final Workshop of the European Project COSMO will focus on the presentation of the results achieved during the project in the context of cooperative systems, with particular attention to the three test sites (Salerno, Vienna, Gothenburg). In the afternoon, following a Demo tour, some of the most relevant actors in the field of mobility and application of cooperative systems and services will be engaged in a panel discussion on the potential, prospects, policies of deployment activities.

Seminar on "The management of dangerous goods transport: initiatives, problems and solutions”
It took place in April 17, at the headquarters of TTS Italia, the seminar on "The management of dangerous goods transport: initiatives, problems and solutions”, open only to members of TTS Italia. The seminar was an opportunity to explain and take stock of the state of the projects with the greatest impact at national and international level for the management and monitoring of dangerous goods with the experiences of the projects DESTINATION, SCUTUM, SECTRAM, SITIP II, ULISSE II, and the initiatives for the monitoring of dangerous goods conducted by Autovie Venete and the University of Rome Tor Vergata. The presentation of the projects was followed by a debate coordinated by Dr. Massimiliano Zazza of the Ministry of Infrastructure and Transport.

TTS Italia at the first Workshop of the European Project SEE-ITS
TTS Italia took part in the first workshop of the European Project SEE-ITS (Intelligent Transport Systems in South East Europe) in which it participates as a stakeholder. The Workshop was held on 21 and 22 March in Hungary, in Budapest with the title "Moving towards an integrated Europe: EU ITS Directive for availability of transport data" and focused on the first priority area of the ITS Directive (2010/40 / EU) relative to the optimal use of data on road, traffic and travel. The Workshop was supported by the Hungarian Transport Administration and among the participants also the stakeholders of Hungary, the Netherlands, Italy and Greece were involved on behalf of private companies to show the technology and the industry's prospects. The SEE-ITS project, funded under the Programme for South East Europe Transnational Cooperation, aims to develop an institutional and technical framework through which countries and organizations in the SEE can harmonize the specific ITS and define general models of collaboration.

TTS Italian at the Round Table on "Intelligent Transport Systems - New trends and perspectives of technological development for ITS after the Decree Sviluppo Bis"
TTS Italia, represented by the Secretary General, Olga Landolfi, took part in the Round Table on "Intelligent Transport Systems - New trends and perspectives of technological development for ITS after the Decree Sviluppo Bis " held in Rome on April 18. The Round Table was an important opportunity to present and discuss issues related to technological innovation for the mobility of goods and people in the light of the publication, on 18 October on the Official Gazette, of the Decree Sviluppo Bis that, under Article 8, implements the ITS Directive 2010/40/EU. In the debate the representatives of the Central and Local Institutional of the Italian cities more active in the field of ITS were involved to analyze the current situation and expectations at the Italian level. The meeting also discussed some of the strategic issues touched by the ITS Directive: from smart cities to the most advanced systems of payment, logistics, Green Mobility and the digitalisation of payment systems. Several TTS Italia members took part in the Round table: ACI and Atac, founding members; Municipality of Verona, ACAM and Roma Servizi per la Mobilità, TTS Italia ordinary members.

Co-Cities project launches a call for becoming part of the Co-Cities PRIME initiative
The European Co-Cities project, of which Softeco Sismat, TTS Italia ordinary member is one of the partner, is launching a call for cities and regions to apply for becoming part of the Co-Cities PRIME initiative. The EU-funded Co-Cities project aims at introducing and validating cooperative mobility services in cities and urban areas and provides traffic information services to the end user by means of the ‘Co-Cities App’, which also allows end users to give feedback on the received services via a ‘feedback loop’. The information provision and the feedback loop is based on the Commonly Agreed standardized Interface (CAI), which is a harmonized interface between operators, data providers and service providers. The CAI system is capable of providing a Multimodal Journey Planner and location-based information about: Public Transport, traffic conditions, parking and Points of Interest (POIs). The project’s PRIME initiative is offering cities the opportunity to have their information systems equipped with the CAI, supported by an experienced technology provider that is a partner in the Co-Cities project. Only 50% of the implementation costs would have to be covered by the participating city, with the other 50% of the costs funded by the project. Usually the implementation costs are around EUR10,000 to EUR20,000 (US$12,850-25,700) per city and can be completed in one or two months, depending on the maturity and complexity of the local technical systems already available. The 50% funding initiative is open for applicants until May 5, 2013. After the evaluation of all applicants, a minimum of three PRIME cities will be selected for the implementation process, which will be announced at the end of May 2013.

Google Transit in Rome to get around easily by public transport
Thanks to the cooperation with the Agency of Mobility of Rome and its technology partner Maior, ordinary members of TTS Italia, Google makes available all the information on the routes of public transport in Rome for free. In fact, through the Transit feature, by Google Maps, it is now possible to schedule a shift in the urban area of Rome using public transport. Over 500 surface lines, two metro lines (A, B and B1), three regional railroads, which serve a total area of 1285 square kilometers and a network extending for about 3510 km, for a total of more than 1.5 billion passengers a year: through Google Transit, citizens and tourists of Rome in a simple, fast and intuitive manner can plan their movements through the network of public transport, whose routes, times and details will be made available in an integrated way with directions and information for pedestrians. In addition, on mobile devices, Google Transit will automatically use the current location of the phone to suggest the best way to get to a destination, and with the help of the navigator will be able to generate alerts to the user during the journey (for example, when you get off from the metro or tram).

Metro Riyadh chooses IVU
After the driverless Metro in  Copenhagen and in Brescia, IVU Traffic Technologies, TTS Italia ordinary member, will manage one of the most technologically advanced facilities in the world: the IVU.Suite will be used for planning timetables, vehicles schedules and duty rosters of the metro system of the new campus "Princess Noura University", a prestigious female University in the capital of Saudi Arabia. The campus of the Princess Noura University, which is located close to the King Khalid International Airport, covers an area of 8 million square meters and is the seat of 17  faculties and hosts approximately 50,000 students. The underground network is more than 10 km long with 14 stations and 22 trains fully automated, driverless, where about 150 employees are responsible for service, maintenance, customer service, safety, communication and administration. The Metro operates 18 hours per day, 6 days per week. IVU knows better than any other the driverless vehicles, and she already demonstrated this in Copenhagen, where the underground, also managed with the IVU.suite, works without the use of drivers. Safety is the most important aspect, especially in the planning of the use of vehicles. For this reason the planning system integrates all the service provisions IVU.plan and controls perfectly their observance. Even one meter driverless cannot avoid completely the use of men, so also the duties of the staff at the station and for the fleet is planned and optimized with the IVU system.

MOBiNET is organizing an interactive workshop in Espoo, Finlandia
Within the MOBiNET project, of which Pluservice, TTS Italia ordinary member, is one of the partners, on May 6th in Espoo, Finland, an interactive workshop is going to be organized. It is an open event and it will bring together the key groups of the mobility – business stakeholders, transport data suppliers, fleet operators, network managers and service providers – giving to participants the perfect opportunity to shape MOBiNET as a platform, concept and solution that will truly transform the business world. Starting from a business perspective of ITS service providers, the opening session will explain the MOBiNET overall design and set out the main features to be developed by the project team. The initial set of user needs and requirements will be presented, derived from several popular use cases including cooperative ITS-as-a-service, a multimodal traveller assistant and personal telematics services. The programme leaves plenty of time for workshop participants to discuss their own expectations and requirements for MOBiNET, while the closing session presents a vision of the service platform as it will be deployed during and after the project phase.

TomTom launches ‘NavKit’
TomTom has launched its new navigation engine, NavKit, which will power all of the company’s future navigation products and will also be available for licensing to automotive and enterprise customers. The company says the NavKit navigation engine offers new levels of flexibility, with configurable component architecture that has been designed to enable rapid integration. NavKit has programming interfaces for adding a customised user interface, porting to any operating system and integrating navigation services. As a result, the development of a connected navigation system on any device platform becomes far quicker and simpler. The new NavKit engine incorporates all the navigation logic of an on-board turn-by-turn navigation application, with architecture that will allow customers and industry partners to replace components in a modular way. Its new routing engine achieves faster and more accurate dynamic routing, both on the company’s own maps and on the new industry-standard Navigation Data Standard (NDS) maps. It also provides better routes around traffic congestion and fully supports Version 6.0 of the company’s ‘Traffic’ real-time information system, including incident duration predictions and jam tail warnings. The new free text search engine provides easier and faster address and POI search. A new map visualisation engine greatly improves 2D map browsing and introduces an innovative 3D guidance view. The first commercial product powered by NavKit is the new TomTom GO Portable Navigation Device (PND), which features a brand new Interactive Map. Drivers can easily access the travel information they need via a high-resolution, capacitive touchscreen. The new interactive map responds and scales to touch, allowing drivers to simply zoom in and out to find and explore places on the map with their fingertips, and tap on the map to get an instant route to a destination

IVU.Plan: the software for companies management by IVU Traffic Technologies

Product called IVU.plan, is a standard software for the planning and management of resources for Companies which operate public transport in urban and suburban areas using means moving by road, rail or water (boats and ships). IVU.plan is part of the IVU.suite system (which includes also AVM systems, ticketing systems, etc ...). IVU.plan is made with a radically modular architecture, in order to be easily adaptable to different operational situations and to all growing needs of companies. The modularity also allows you to implement the system in a gradual and progressive way, according to the temporal, organizational and economic requirements of the company, providing a rapid commissioning of the modules "immediately needed" and a progressive exercise of the other modules (statistics , etc.). With a three-levels architecture, the system is based on absolutely modern technologies, standard worldwide and open to future developments of hardware, basic software and future changes of transport companies themselves. A key element of the solution is that the system allows the input of rules, parameters and settings through special masks where is always present the on-line help.

Projects of the month

I-BUS project by Roma Servizi per la Mobilità

Roma Servizi per la mobilità (RSM), the Agency for Mobility in Rome, has developed a system of control of the circulation and Tourist Bus in the parking of the Rome Capital experimenting technology from Autostrade per l’Italia (Telepass and Vehicles Remote Control): the platform I-BUS. The platform will create synergies with existing systems by data sharing.
From March, 2013, on an experimental basis, the new bus, through subscription, can be equipped with the tools for:
- RSM monitoring of vehicles and respect of rules
- knowing the exact position in real time of the vehicle
- the intervention of traffic police in case of necessity.
After the trial of six months, the new system will be the instrument through which RMS will consolidate a new and modern system of rules for the access of Tourist Bus in the urban context and to ensure proper and effective form of control.

TomTom Congestion Index shows that Moscow is the Most Congested City

TomTom’s Annual Congestion Index identifies traffic congestion hot spots across 161 cities around the world. The Annual Congestion Index finds Moscow the most congested city. On average, journey times in Moscow are 66% longer during non-congested periods when traffic is flowing freely, and 106% longer during morning rush hour. TomTom’s Congestion Index, including individual continent and city reports, can be found at www.tomtom.com/congestionindex. TomTom’s Congestion Index is the world’s most accurate barometer of congestion in urban areas. The Index is uniquely based on real travel time data captured by vehicles driving the entire road network. TomTom’s traffic database contains over six trillion data measurements and is growing by five billion measurements every day.
