“Investments in ITS for a billion in five years, now it's up to local authorities and businesses". Interview with Fabio Nussio, coordinator of the TTS Italia working group on financing for the digitalization of transport

Fabio Nussio repeats it, confidently and decisively: “The resources are there and also important: the various European and national sources of financing are preparing a bright future for ITS, the Intelligent Transport Systems. About one billion in the next five years and this is just the beginning, the figure could multiply by ten in the next five years, necessary to infrastructure networks and fleets from a 5G perspective for increasingly connected and autonomous vehicles. The road is marked: now it is up to local authorities, Italian metropolitan cities, companies operating in this sector, to find the ambition to go and get them. Move quickly and develop projects up to the challenge. Show that you are capable of creating a system between public and private. With initiative and courage. Otherwise, Italy risks not being able to exploit all the resources it deserves and condemning itself to marginalization in a leading technology sector".

Concepts that Nussio, coordinator of the TTS Italia thematic group on "Financing for the digitalization of transport" and Head of Public and International Relations of Roma Servizi per la Mobilità, reiterated several times at the webinar on this topic held on 21 October and opened by the President of the Rossella Panero Association, both in presenting the results of the work of recent months and in the final considerations. Very attended webinar, 250 registrations.
"We started the group in October 2020 and in May of this year we concluded the survey and put our hand to the final document that we will definitively close in November - these are the stages of the journey in Nussio's story -. The goal of our work was to promote the knowledge and availability of European and national funds on smart mobility, create the conditions to make the most of their use, identify critical issues and propose solutions, encourage further funding in the 2021-2027 programming and, finally, draw up a summary with recommendations and opportunities. We divided the survey into three phases: the analysis of previous experiences, to identify the best practices and those to avoid, knowledge of current and, ultimately, future opportunities".

Let's start with the past, what recommendations have you made in order not to repeat the mistakes of the past and to make the best use of sources of funding?
First of all, a strong political will is needed, in particular of local authorities and metropolitan cities, to prioritize and invest in ITS: they must be ready to integrate EU funds with their own resources, guarantee the right amount of staff and above all identify adequate skills to speak with the European bureaucracy. Often even a basic prerequisite such as knowledge of English is missing or ancient vices of public administration prevail, such as inertia and quiet living. Also, because public officials have little incentive, career or salary, to embark on these very complex processes. And they need to be quickly simplified: pressure must be put in place so that both within the EU and nationally, streamlined and homogeneous procedures are adopted to facilitate access to funding and also the reporting on the use of funds, simplifying and perhaps automating the controls of the many intermediate bodies of check.

And on the business side?
Given that they will have to be much more pro-active than in the recent past, to help them participate, the proliferation of calls must be avoided, also through the creation of telematic tender platforms that act as integrators. They must rediscover the ambition to be protagonists, without waiting for the call of the public: in our group there were many structured companies that invest in the search for European opportunities, while others tend to wait for orders but not to get involved in these fields. The field of participation must be broadened, otherwise Italy risks not being able to activate all the resources that potentially belong to it. I take the example of the European Innovation Council which allocates up to 1.5 million non-repayable loans to companies for disruptive innovations capable of creating new markets: among the more than 60 winners, Italians can be counted on the fingers of one hand.

Which current structural funds provide resources for the digitalisation of transport?
The POR FESR 2014-20 offer opportunities on the POR, PON Metro and React-EU plans, which have been extended due to the pandemic and still have active calls: Cohesion Agency, Metropolitan Cities and Regions are implementing the various programs on which still present projects whose reporting has been postponed to 31 December 2023. In particular the React-EU, the Recovery Assistance for Cohesion and the Territories of Europe is new and focuses on investments for green, digital and resilient recovery: European resources are centrally managed by the Mef and the Cohesion Agency. For Italy there are 13.5 billion euros out of the 47.5 billion of the entire program and where the Cohesion Agency has committed 71 million precisely on ITS systems. Finally, at the end of 2020, the Ministry of Economic Development launched the "National Transition 4.0 Program" which integrated "Industry 4.0" and anticipated the Italian Recovery Fund: it is over 20 billion that have the objective of stimulating private investments as well as give companies stability and certainty with measures that take effect from November 2020 to June 2023.

Then there is the new EU programming, the 2021-2027 one.
There are unprecedented opportunities that arise from the new European transport policy, from the European Green Deal which states that "transport should become drastically less polluting, especially in cities" and contains measures on emissions, urban congestion and the improvement of public transport, to 2030 Climate Target Plan which proposes to reduce greenhouse gases by at least 55% below 1990 levels by 2030, the so-called Fit for 55 before reaching neutrality in 2050. Again, I point out the 82 initiatives in 10 areas action key to decarbonise transport and make it sustainable and intelligent and, lastly, in October 2021 the launch by the EU Commission of 5 new Missions, including '100 climate-neutral and intelligent European cities by 2030'. We also examined the potential of Horizon Europe and in particular of the thematic pole 'Climate, energy and mobility' which has a budget of 13.4 billion, of the Cinea Agency and of Connecting Europe Facilities, of the various European missions and partnerships, of the Pnrr and the plans of the Ministry of Infrastructure and Sustainable Mobility. They can be found in detail in the final document.

Let's go back to cities and the challenge of climate neutrality by 2030, a challenge that Italian cities should take up.
It is a difficult challenge and with a very tight deadline, but I think that all 14 of our metropolitan cities could have the ambition to set this goal, to lead the others. And several medium-sized cities also have the potential. Of course, you must first have an approved Urban Sustainable Mobility Plan and, for example, Rome hasn't yet, it has only adopted it.

To conclude, in summary, how many resources can you rely on today?
On the structural funds we have precisely 71 million from React-Eu in addition to residues available in the various PON and POR to be spent by 2023, another 200 million on the 2021-2027 PON and 400 million on the 2021-2027 POR are expected. Other resources in the Pnrr for digital transition and MaaS and we reach about 1 billion in 5, 6 years dedicated to ITS. To which must be added the EU direct funds for research, businesses and cities: let's think of IT applications for intelligent infrastructures and self-driving vehicles or for the reduction and calculation of Co2 emissions. This is just the beginning: I repeat the energy transition, which remains the guiding light of all European initiatives, and the digital one with the advent of 5G promise a bright future for companies in this sector. But you have to be ready to take it.

MemEx is an independent engineering consultancy company working since 1994 on Public Transport and Mobility, ITS systems, Urban and Port Logistics, Smart Cities, Sustainable and Shared Mobility.
For over 27 years, MemEx has offered technical and systems engineering assistance in support of Local Administrations, Transport Companies, Institutions and Research Organisations, Mobility Agencies, and Operators of different transport services for urban and rural/peripheral areas.

Interview to Eng. Claudio Disperati, ITS Responsible

Could you please describe the services concerning ITS and digitalisation that MemEx offers to local public transport companies?
MemEx provides technical/system assistance to local authorities and mobility and transport operators during the design, set-up, purchase, and implementation of ITS systems and digital solutions related to different transport services and logistics operations. In particular, MemEx:
- Develop the analysis of the needs and the definition of objectives and system requirements;
- Defines the technical and functional specifications of the solutions;
- Elaborates the tender package and tendering process;
- Supervises the system/services implementation;
- Defines the testing and acceptance phases and supports the operational start-up of the system.

The technical assistance is offered both in the planning of specific transport services (e.g., standard, on-demand, ride-sharing, etc.) and definition of the organisational and operational conditions, as well as in the digital solutions and ITS systems implementation into urban mobility and public transport. Specifically, MemEx has acquired significant experience in:
- the AVM and AVL systems for the monitoring and management of the public transport services and the on-field vehicles/fleets;
- the Integrated ticketing systems (SBE - account based/card based/EMV/QR-Code);
- the Passengers counting systems (APC);
- the Users information systems through VMS and Mobile APPs;
- the systems for the management and coordination of flexible transport services (e.g. DRTs, car-sharing, bike-sharing);
- the tailoring of the “Mobility as a Service” (MaaS) concept for different urban contexts and different mobility services.

MemEx has also gained remarkable know-how about the evaluation of the operational and organisational impacts of zero/low emission vehicles (e.g., electric, hydrogen-based) in the conventional public transport services and beyond.
As a response to a specific and frequent requirement of transport operators, MemEx has developed specific “Knowledge based” supporting tools and software modules, namely CELSO and CERT&Info, for the planning, analysis, and monitoring of different public transport services and the validation and certification of their performances.

Which are the main features of CELSO and CERT&Info?
CELSO is a system for the monitoring of the transport services and related fleets/vehicles. CELSO main strength relies on its extreme flexibility both in the implementation (through an Android-based device put on the vehicle) and in the planning and management of the service. Within CELSO, the transport operator (or any other body interested in this) can analyse one or more lines and paths of interest, monitor the service, and collect the necessary data for the analysis and the evaluation of the levels of performance (such as, travel time, disruption points, etc).
CERT&Info, integrated with CELSO or, eventually with another AVM system already in place, enables the verification, from a technical point of view, of the data of an operated service. Once verified and certified, the data are assessed and validated from an operational point of view for the reporting to the contracting bodies.

Figure 1 - CELSO

From another perspective, CERT&Info allows the verification of the compliance of the operated PT service with respect to the contractual constraints and KPIs. Indeed, CERT&Info tool can also be used by the contracting bodies to analyse the service provided by the transport operator and understand the reasons for any discrepancies compared to the planned service.
The tools CELSO and CERT&Info derive from the significant experience of MemEx in the public transport sector and the technical assistance provided to more than 50 transport companies in Italy and Europe. In fact, the idea of developing the two tools stemmed from MemEx need to better cope with and satisfy the requests of the transport operators to monitor the operated services. Small public transport operators most often have insufficient resources to purchase and manage AVM products available on the market, while large transport operators usually need to monitor some services that are sub-contracted to other companies (i.e. DRT/Flexible, rental, school/disabled services, shuttle/Park&Ride) not equipped with an AVM system.

Figure 2 – CERT&Info

Could CELSO functionalities answer to COVID-19 challenges?
The COVID-19 pandemic has pushed transport operators and authorities to offer safe, efficient, and reliable transport services to their users. Safe distancing rules means a reduction in official bus capacity and the need to inform users of the number of seats available. Within these challenges, CELSO allows the transport company to monitor the occupancy level of the vehicle, providing the drivers and the operators in the control room with specific alerts whenever specific pre-set and configurable levels of occupancy are reached.
Another example of application is the use of CELSO in school transport services. In these services, besides the validation of the KPIs, CELSO permits the monitoring of the get on/get off and permanence of the pupils, specifically primary schools ones, on the vehicle. Families can follow the whole trip of their children and the safety of the school transport service is thus guaranteed. Moreover, CELSO offer the possibility to book through an app the trips from home to school and vice versa.

COVID 19 topic makes thinking about the National Recovery and Resilience Plan (NRRP). Which support could MemEx give in this regard?
Within the NRRP, MemEx can define and elaborate scenarios and projects in line with the planned “Missions” and “Components” foreseen by the Plan. Within the different fields of interventions, MemEx, in the first place, could provide its support on MaaS applications, processes for the renewal of public transport fleets, and the adoption of electric and hydrogen-based vehicles. In each field, MemEx can support the interested organisations in the identifications of the needs and the suitable solutions, covering several aspects, from the drafting of the project proposal, to the preparation of the necessary documents for participating to funded calls for proposals, to the design of the technical solution of the project itself. In this regard, MemEx can also collaborate to the definition of specific plans and projects for the renewal of public and private fleets as well as the definition of the recharging network.

In the end, which is in your opinion MemEx main strength?
In just a few words, I would say “resilience and competence”. Indeed, these aspects have made it possible for MemEx to tackle different issues with a consolidated technical experience and background and conceive innovative and problem-tailored solutions thanks to specific skills developed over the years, especially in the implementation processes and optimization strategies.
Moreover, MemEx is used to establish trustworthy relationships with its "customers", as demonstrated by the credibility and acknowledgment acquired over time. MemEx has received numerous positive feedback from different customers who appreciated MemEx transparency and technical competence in the most innovative digital solutions and the timely management of projects, both from the technical and the administrative point of view.

ON THE WAY TO THE HARBORS DIGITALIZATION USING COMARK’S LIDAR TECHNOLOGY.

Comark has provided the Italian Harbor Authority of Portoferraio (Livorno) with a vehicle counting and classification system. The aim is to make boarding and disembarking efficient and at the same time to have a real-time data of vehicle’s going on the ferries.
The Tyrrhenian Sea Authority in Italy has thus placed itself at the forefront of the digitization of the harbor, obtaining essential data for the management and optimization of port operations.

COMARK’s project consists of the supply of laser scanner sensors that are part of the LIDAR technology. For each pier, LSR2001 laser sensors have been installed for counting and classifying vehicles during the boarding and disembarking phase from ferries and LSR21 lasers for detecting the ship's docking when the gate hatch touches the ground. Therefore, when a ship docks and the hatch is lowered, the sensor detects it and informs the control center that the ship is ready for disembarkation and / or embarkation operations. The vehicles are then counted and classified – the harbor will know in real time not only the number of vehicles traveling, but also the type of vehicles (car, motorbike, etc). The sensor also detects the travel’s direction and if the vehicle is embarking or disembarking from the ferry.
The lasers are managed by control units that communicate with the central server where the software developed by Comark (Omniview) allows you to view the loading and unloading data of each ferry with related vehicle classes. Omniview also allows you to carry out system diagnostics and to process statistics on a daily, monthly, yearly basis.
The great advantage of this system is that of being able to "digitize" the processes and obtain the data requested in real time and viewable both from the control center of Portoferraio and from the offices of the main Port Authority.

algoWatt brings the offer of mobility solutions as-a-service to the Smart Mobility Report 2021
algoWatt, TTS Italia ordinary member, made an important contribution on the digitization and electrification of the transport and mobility sector in the round table that animated the 2021 edition of the Smart Mobility Report, organized by the Energy & Strategy Group of the Politecnico di Milano.
Marco Boero, manager of the Green Mobility business area, spoke for the GreenTech Company, who illustrated the algoWatt offer for the sector as well as the corporate strategy aimed at responding to the need for interoperability between the various operators and intermodality of transport in the new smart city. Issues that involve companies in the logistics, transport and mobility sectors, but also and above all policy makers and government agencies in the area. These are subjects who can take off the new eMaaS (eMobility as-a-Service) model that algoWatt has identified as a relapse point for proposing technologically advanced solutions to all operators in the supply chain. Marco Boero also underlined how the new paradigms of sustainable, digitized and electrified mobility are bringing out a new open configuration of the supply chain, where new entries on the market, even with different technological backgrounds, coexist with the incumbents active in the sector in this transition phase.
With regard to electric mobility, algoWatt proposes itself as a primary player in the expansion of the universe of digital services around the core elements of the sector, represented by the electric vehicle and the charging station. According to Boero, therefore, the target of algoWatt services and solutions is represented by the integration of the electric mobility system with new opportunities aimed at managers, suppliers and users, up to electrified collective transport and the supply of systems aimed at developing proximity. to the needs of users. An as-a-service paradigm successfully tested in other sectors, such as - for example - energy efficiency.

Pluservice among the protagonists of the ITS World Congress on MaaS, electricity, sustainable mobility topics
From 11 to 15 October Pluservice, TTS Italia ordinary member, participated in the ITS World Congress in Hamburg, the largest world event focused on smart mobility and the digitalization of transport.
"Experience Future Mobility Now" was the theme and leitmotif of the event, which through debates, presentations, demonstrations and brainstorming made it possible to have a clear vision on the future of mobility.
In this context, Pluservice brought its experience by participating in three Special Interest Sessions, which dealt with the following topics:
- e-mobility as a service: realizing the green and digital transformation: this session explored the relationship between e-mobility in the current pursuit of transport systems decarbonisation and the link with ITS solutions that can help achieve the aforementioned goal. The combination of private, public and shared modes of transport through Mobility-as-a-Service (MaaS) was analyzed from the perspective of electric mobility, including needs and requirements, infrastructure, operations, data sources, organization, ecosystem stakeholders, including cultural aspects. This included considerations on innovative charging and eco-routing solutions that can help assess transport efficiency, comfort and accessibility with respect to carbon emissions. Finally, the session provided insights into e-mobility and MaaS by gathering real experiences in various cities such as Hamburg and Nanjing, as well as on future implementations in the city of Quito.
- Sustainable Urban Mobility Plans and roadmaps: A clear movement towards sustainable mobility driven by the Paris climate agreement and the Green Deal in the EU can be observed throughout the ITS ecosystem. Multiple cities have multiple problems and multiple perspectives to address the transformation into a (more) sustainable organization of the transport of people and goods. Within this session, what was learned about the implementation of sustainable mobility was discussed together with the roadmaps of cities to create greater adhesion within the community. Stellantis and TheF Charging announce partnership to create new public charging network in Europe
Stellantis (via FCA Italy S.p.A., with co-ordination by the e-Mobility Business Unit), TTS Italia ordinary member, and TheF Charging have announced the signing of a partnership agreement to create a European public charging network accessible to all electric vehicles, with exclusive conditions for Stellantis customers.
Autonomy and public charging are key enablers for the transition to a more sustainable mobility, by means of the widespread adoption of BEVs and PHEVs, in line with the “Fit for 55” package presented by the European Commission on 14 July 2021. The objectives of the package include 100% zero-emissions new cars from 2035 and the installation of public charging points at regular intervals.
With the aim of creating a vast European network to promote electric and electrified mobility, and with great attention to optimising the user experience, the two companies have therefore identified over 1,000 owners or operators of locations across the whole of Europe. Facilities will be built to fulfil customers’ main charging requirements: in city centres, at public institutions (e.g. hospitals and schools), at transport hubs (airports, railway stations, ports), at leisure amenities (sports and wellness centres, hotels, restaurants), and at retail outlets – a total of over 15,000 locations in Europe with 2 million parking spaces. These locations will form part of the charging network, to be jointly developed and promoted by Stellantis and TheF Charging until at least 2025. The network kick-off is expected in 2021 with the installation of the first quick charging stations in Italy, then the network will expand to the whole of Europe.
Under the co-operation agreement, Stellantis and TheF Charging will also be pursuing the goal of creating a charging network that offers carbon-free energy, with the ambition to extend this approach to the entire value chain.
The collaboration with TheF Charging forms part of the Stellantis group's broader strategy, announced on EV Day on 8 July. The strategy is aimed at promoting and simplifying e-mobility anywhere in the world, by means of a full range of charging solutions for individual, corporate and fleet clients to manage electrified vehicles. Specifically, the agreement between Stellantis and TheF Charging is designed to complement the Atlante project. Atlante came about as a result of the partnership between Stellantis and NHOA, intended as a commitment to create the largest fast charging network in Southern Europe.
In this regard, the partnership between Stellantis and TheF Charging will also involve as a potential hardware provider Free2Move eSolutions, the Stellantis-NHOA joint venture focused on offering e-mobility products and services.
The agreement between Stellantis and TheF Charging also states that the two companies will constantly co-operate to update the services offered by the charging network, pooling their know-how to define charging solutions and energy services customised according to the business managed in the locations that will host the network.
In their development of these services, Stellantis and TheF Charging will actively involve the customers, owners and operators of the locations selected, to define tailor-made solutions for each type of location and clientele. The goal is to create a widespread ecosystem at a European level, to guarantee constant customer satisfaction, based on a straightforward and intuitive charging experience.
“Stellantis is working on creating strategic collaborations to disseminate e-mobility, thus leveraging not only the internal skills but also the partners’ specialisations, in order to accelerate the introduction to the market of new technologies in step with the times", stated Anne-Lise Richard, Head of the e-Mobility Global Business Unit at Stellantis. “The partnership between Stellantis and TheF Charging fits into this framework with a clear objective: to guarantee the presence of charge points in strategic European locations, and to offer the best possible charging experience over time”, she continued.
"The partnership with Stellantis gives further impulse to the creation of our charging network around Europe”, explained Federico Fea, CEO of TheF Charging. He went on: “This technological and commercial collaboration will generate benefits along the entire value chain: from our customers, whether or not they drive a Stellantis vehicle, who will be able to take advantage of innovative services in line with the individual’s specific requirements, to the owners of the locations that will host our network. The latter will be able to count on a greater influx of high-value customers and on an outstanding partnership based on transparency, personalised services and collaboration".

Targa Telematics: sustainable mobility is increasingly popular with utilities
Italian utilities are more attentive to the renewal of their fleets with green objectives: according to the latest Top Utility report, 19.6% of the vehicles of environmental services companies are low-emission vehicles. A percentage that has grown steadily over the three-year period, to set a new record in the last edition. The significant reduction in emissions is the most evident result of the ever-increasing electrification of mobility: in 2019, only 20.8 kg of CO2 were emitted for every ton of waste collected, compared to almost 22 in 2017.
On the other hand, making mobility more sustainable is one of the main objectives of the PNRR. Prime Minister Mario Draghi recalled this in recent weeks when speaking at the Youth4Climate in Milan, a congress that brought together 400 under 30s engaged in preparing a negotiating document which was then adopted by the ministers who will participate in the Pre-Cop26 and in the key debate in Glasgow at the end. October.
The greater attention of utilities to sustainability and their role in the urban context leads to progress on the impact of corporate mobility. Green and connected corporate fleets are the future of the sector, which is aimed at with interventions on two fronts. On the one hand, companies have intervened in the purchase of low-emission vehicles, which cover 21% of the total number of new vehicles, thus bringing the percentage of low-emission vehicles present to 14%. On the other hand, digital tools for optimizing operational processes related to fleet management and which also integrate specific functions to support electric mobility are increasingly widespread, thus opening up new opportunities for utilities: the application of ICT solutions to fleet management allows you to optimize routes and performance, increase vehicle and driver safety, further reduce emissions and reduce waiting times.
Precisely in consideration of the growing strategic importance of sustainable and digital mobility for utilities, the partnership was signed between Althesys and Targa Telematics, a tech company specialized in the development of digital solutions in the field of telematics, smart mobility and IoT platforms for mobility operators, and TTS Italia founding member.
"Digitization is rapidly changing Italian utilities and the management of mobility, both for the company fleet and for services to citizens - underlines Alessandro Marangoni, CEO of Althesys - it is an area with great potential for optimization, both in terms of costs. and operational efficiency".
“The centrality of data is increasingly evident: the ability to make decisions based on real-time information is the basis of strategies to make the processes of each company more efficient. Telematics is fundamental to guide a sustainable transition towards electric mobility, and in addition it enables innovative Smart Mobility solutions to respond to the new mobility needs of citizens - says Alberto Falcione, VP Sales Targa Telematics - Even utilities, if they want to fully grasp the potential of digital, will have to make more and more data-driven decisions. The partnership with Althesys and participation in Top Utility will offer Targa Telematics a privileged observation point on the emerging needs of the sector, essential for developing increasingly customized solutions for more sustainable mobility."

Funding for the digitalization of transport. The TTS Italia webinar
In the presence of 150 participants, including private companies, public and research bodies, the webinar "Funding for the digitalization of transport", organized by TTS Italia, and moderated by the Secretary General of the Association, Olga Landolfi, was held on 21 October.
The event was an opportunity to present the guidelines developed within the TTS Italia Working Group of the same name, coordinated by Fabio Nussio of the Roma Servizi per la Mobilità Funding Department.
The guidelines are intended to be a practical and concrete support tool for public bodies, institutions and private individuals in order to make the most of national and European funds in favor of mobility and transport.
After the opening of the works by the President of TTS Italia, Rossella Panero, and the presentation of the results of the aforementioned Working Group by Fabio Nussio, Roma Servizi per la Mobilità, during the webinar we talked about opportunities financing, current and future.
Carlo Zijno, Ministry for Sustainable Infrastructures and Mobility, and Arianna Norcini Pala, RAM, spoke to illustrate the Connecting Europe Facility (CEF) 2021-2027 program; Gugliemo de Gennaro, Agency for Digital Italy, to present the Smarter Italy/Smart Mobility program; and finally Giorgio Martini, Agency for Territorial Cohesion, to talk about both the REACT-EU program and the PON Metro 2021-2027.
During the conclusions, Olga Landolfi explained how the work done, and the webinar itself, want to be just a starting point to explore the opportunities available to the public and private sector, and how the short-medium term challenge of TTS Italia is give the necessary support through concrete actions in particular to the Public Administrations of the Platform of Local Authorities of the Association, so that the opportunities presented can be really seized and exploited for the benefit of territories, citizens and the industrial sector.

Federdistribuzione, Freight Leaders Council and TTS Italia: an agreement for digital and sustainable logistics
The agreement between Federdistribuzione, Freight Leaders Council and TTS Italia kicks off with the aim of supporting the logistics sector in the change of pace towards a more digital, simplified, integrated model with a view to circular economy, in line with the principles of energy transition established by the European Union and by the National Recovery and Resilience Plan.
Going into the details of the signed memorandum of understanding, skills, planning and best practices will be brought together to develop solutions capable of accompanying the logistics sector towards an increasingly digitalized and sustainable future, capable of reducing costs and emissions and thus creating a value chain at all levels of the supply chain. Several paths have been identified to facilitate the transition: from the promotion of pilot projects for the widespread use of ITS (Intelligent Transport Systems) within the distribution sector, through the creation of training opportunities and dissemination of knowledge and good logistics practices integrated, up to the realization of operational solutions for the simplification of control and monitoring procedures in the supply chain processes.
«The weight of the logistics sector is extremely significant both for the world of distribution and, more generally, for the Italian system. It follows that any action that aims at improving processes, especially in terms of digitization, must be encouraged and supported as it is capable of giving concrete benefits, both economic and environmental. It is therefore essential for our companies to aim for increasingly sustainable and integrated logistics in the processes of value creation, which respond to the need for efficiency and, at the same time, to the goal of ecological transition that the country is aiming for", says Alberto Frausin, President of Federdistribuzione.
"The logistics industry is an enabling factor for the economic development of our country and is a necessary condition for the very existence of production and marketing companies. It is the link between those who produce and those who sell or consume. It constitutes a service with a high added value, essential for advanced economies. Creating a real digital ecosystem, an environment in which the entire supply chain is enhanced in an end2end approach, allows on the one hand to make clear the relationships between the various players in the sector and on the other to provide those who ship the goods and to those who receive them a fundamental service of tracking and localization - to tend - of the single package. An unavoidable step towards Logistic as a Service and the Physical Internet from which all the key players in this sector will benefit ”, comments Massimo Marciani, President of the Freight Leaders Council.
«Currently, logistics is a sector characterized by almost 100,000 companies that employ 1.5 million workers and generate 85 billion euros in turnover, equal to 9% of the national GDP. In such a context, also in light of recent European regulations on eFreight, it is essential to take advantage of the PNRR opportunity to maximize innovation, digitization and simplification of the sector. ITS and all the technology available are the key to a new and truly effective logistics, fully compatible with the European dictates of low environmental impact », says Rossella Panero, President of TTS Italia.
