Big data and technology essential for road safety: the lesson of the summer

During the past summer, Italy has discovered the importance of big data and road safety technologies. Following the collapse of the Morandi bridge in Genoa and the serious accidents that took place near Bologna caused by the bursting of a tank carrying LPG, the debate immediately focused on sensors, databases and technologies able to renew the circulating fleet of heavy vehicles. And with the autumn some summer proposals are maturing.
First of all there are the news contained in the decree law for the reconstruction of Genoa, launched by the Council of Ministers on September 13, but still being defined as we write this article. This provision should provide for the use of ad hoc sensors to monitor the state of infrastructure degradation and a database on public works to monitor, among other things, the parameters of infrastructure safety, using innovative technological systems. "We will create a national computer archive - explained the Minister of Infrastructures and Transport, Danilo Toninelli - to take a picture of the state of our infrastructures. Within this archive, all managing bodies are obliged, by a certain date, to enter all information. These data will be added to those that will be detected with the sensors to be affixed, obligatorily, on the infrastructures. The devices are connected by satellite and also tell us of a simple movement, which can be an alarm. So in this way we will have a complete monitoring of our infrastructures ".
In short, a direct recognition of the importance of data and innovation for the maintenance of infrastructures that also came from other sources. "Analyzing the historical data of those who passed on the Morandi bridge of Genoa could have helped to better understand the risks of stability - said Giovanni Buttarelli, European Privacy Guarantor, one of the greatest experts at worldwide level on the topic - Not that I have anything to say about the checks that have been performed, it is not my responsibility, but the power of data that we launch online can also serve to these purposes". And the step between the data processed by the sensor linked to the infrastructure and the one sent by the smartphone in hand to the motorist is short. This concept is at the center of a study by MIT (Massachusetts Institute of Technology) in Boston. Research is demonstrating how, using accelerometers in smartphones, it is possible to measure the vibrations of bridges, and from these understand their structural health. In fact, the smartphones are equipped with three accelerometers, that is micro-electromechanical systems, able to measure the movement of the phone on the three axes, height, length and depth, and to record a series of other data more or less important. The idea of the researchers is to create a network of mobile sensors for bridge monitoring, much more pervasive and economic than a fixed one. An approach that works as long as you enter the process into a "big data" dimension, to cancel the inevitable errors and inaccuracies of such small and rudimentary instruments.
Innovation and ad hoc technologies were also discussed after the accident that caused two deaths and many injuries due to the collision of a tanker with other vehicles near Borgo Panigale (Bologna). In this case the attention was immediately brought on the seniority of most of the heavy vehicles circulating in Italy, vehicles that do not have the new technologies able to stop the truck in front of an obstacle or prevent the invasion of the other lane. "Vehicle manufacturers - said a UNRAE (Association of foreign car makers) press release - have invested huge sums in the technological development of the product, so much so that today they are able to offer vehicles on the market that not only meet the most advanced standards of pollution and security but already foreshadow a near future. To date, however, this technological effort is not exploited properly, as the Italian circulating fleet is among the oldest in Europe: vehicles with a capacity greater than or equal to 16t have an average age of 11.3 years, and with the trend current 11 years will be needed to replace them". According to UNRAE data only 4.2% of the circulating fleet is equipped with the most advanced mandatory safety systems since November 2015 (on new vehicles): in particular the AEBS (advanced emergency braking device) and LDW (system warning the lane deviation). Many transport associations have also pointed to the absence of these systems on most vehicles, demanding incentives aimed at the combination of technology and security. The dialogue between the Government and the category has just begun with the meeting scheduled for October 2 at the Ministry of Infrastructures and Transport, which has on the agenda the issues related to the next Budget Law. The technological up-grading of road haulage could be found here.

THREE QUESTIONS TO…

Alessandro Murro, Managing Director

New technologies and trends are converging on transportation industry, influencing the way we move. How is SWARCO Mizar reacting to this change?
Nowadays, world is changing at impressive speed and megatrends, such as urbanisation, sustainable cities and mobility over a connected and integrate planet are reality indeed and we face it every day and everywhere.
Sustainable mobility need is actually one of the boosters for the potential for Big Data, sensors, and social media to help cities in meeting modern-day challenges. Bicycles, pedestrians, public transport, and highly automated vehicles receive tailored information and demand new traffic management approaches. Nevertheless, most of the mobility management systems are deployed in different moments by means of vertical ITS applications that despite sharing the same infrastructure and the same goals very seldom share data and data presentation layers. The infrastructure conversation is rapidly moving from roads to data.
SWARCO Mizar is proposing solutions aiming to evolve current mobility management and processes for making a better use of the data created every day by the city infrastructure in a harmonized way, through accommodating this data volume and taking advantage of the insights that undoubtedly will deliver. Moreover, the set-up of an “as-a-Service” approach, will provide our customers with the means to quickly acquire data-driven decision-making capabilities even with limited staff size, skill and budget.

What about this month’s Spotlight Product?
Regarding public transport management, we believe that facts and figures are self-explanatory. We manage public transport fleets with more than 50 customers world-wide: more than 15,000 connected vehicles and more than 500,000,000 kilometres monitored per year. Every day more than 5,500,000 passengers receive travel information from our systems.
SWARCO Mizar remains the excellence for public transport management and always keeping up to date: take for example the latest developed safety feature, supporting the drivers to identify and mitigate every possible critical situation especially in congested urban environments and protecting the most vulnerable and difficult to see road users.
Additionally, combining safety and eco-driving solutions with machine-learning algorithm we implemented can be of great help for municipalities in identifying and managing “black-spots”. We strongly believe that the value that a public transport company can give to the mobility eco-system through our technology, can drastically increase.

A key message for our readers?
There have been a lot of changes and challenges to face within the last years for SWARCO Mizar. Nevertheless, we walk through our journey keeping in mind a simple motto: “back to the roots”. We learned to build upon our roots, our renewed tech-enthusiasm, our visionary approach, whilst exploring the insights of future mobility management: themes like automated driving (being part of the C-ITS european corridor), resilience management, traffic management as a service and mobility as a service.
(Smiling) …and probably this makes us stronger than before, with an installed base that goes across 5 continents, from Montevideo to Sydney, but we’ll talk about our aussie life next time.

Kapsch TrafficCom strengthens its leading positionin tolling without barriers

Kapsch, TTS Italia ordinary member, strengthens its position in the field of tolling technologies. After announcing a new tolling system in Bulgaria at the beginning of the year, Kapsch now reports that it has reached three new milestones in the field of tolling services: beyond having just completed the upgrade of the Austrian electronic toll collection system GO Toll, it will take care of the modernization of the toll collection system for heavy vehicles in Switzerland. Kapsch also celebrates the fifth anniversary of BelToll, the national tolling system of Belarus that has successfully implemented and managed since 2013. The ITS company has its own core business in tolling systems, in particular in those without barriers, where the traditional toll booths are replaced by portals equipped with sensors that record the passage of vehicles equipped with on board units. Among the advantages of these systems, there are lower management costs and the possibility of integrating info-mobility and traffic planning and traffic management functions.
The Swiss Federal Office for Buildings and Logistics (FOBL) and the Federal Customs Administration (FCA) have commissioned Kapsch TrafficCom with the selective modernization of the roadside toll collection infrastructure. Border barrier systems, control systems, control vehicles, and their main data centers will be updated. Kapsch will also be responsible for maintenance and system operation until the end of 2020, renewable annually until the end of 2024. The total value of the order is slightly above EUR 20 million. An important part of the order is to establish interoperability with the European Electronic Toll Service. For trucks that are liable to pay duties, this will eliminate the manual HVF declaration for freighters from foreign countries at the Swiss border. This situation will facilitate the handling process for the transport companies and reduce transaction times when traveling into or out of Switzerland.
upgrade of the the Austria-wide toll collection system for vehicles of over 3.5 metric tons was completed according to the plan. The roadside migration regarded 387 toll collection and 72 existing monitoring stations as well as the integration of 34 new toll collection and 4 monitoring stations. The roadside toll enforcement is now handled by control gantries where the technology is installed on only one gantry. In addition to direct debit tolling bars and cameras for license plate analysis, they also contain a state-of-the-art vehicle classification system. The vehicle classes and axle counts of the trucks are identified through high-resolution camera technology and stereovideographic image processing directly in moving traffic. This enables exact vehicle classifications independently of lanes or speed at any time of day and night. The newly designed Kapsch toll collection technology also contributes to more ecological toll collection: New energy-saving components for roadside toll technology will lead to a major reduction in the energy consumption by the Austrian toll collection system.
Since August 2013, Kapsch has been successfully operating the national electronic toll collection system of the Republic of Belarus, which charges all vehicles using toll roads, except for passenger vehicles with a maximum laden weight that does not exceed 3.5 tonnes registered in the Eurasian Economic Union. Over the years BelToll has grown into one of the most successful references of public-private partnership in Belarus. The high transit potential of Belarus helps to develop the road infrastructure. Today, the system covers 1,614 kilometers, more than 270,000 vehicles are registered to the service and over 6.6 million transactions are recorded per month. Since the development and implementation of the system, Kapsch has been consistently working on the improvement and optimization of the user interface, the payment mechanisms and the data processing. The next implementation phase is set to reach 1,786 kilometres by 2021.
In Europe, Kapsch has been given responsibility for implementing nationwide toll collection systems in, Austria, Switzerland, Bulgaria, Poland, the Czech Republic, and Belarus.

La Spezia Port Community System enters the national logistics platform

Over the years the port of La Spezia has been at the forefront in many aspects, both operational and documental, obtaining performances that have placed it for productivity at the top of the national and European system.
This record has been the result of a careful and continuous synergy between public and private operators, with the fundamental support of the control and regulatory bodies that have set themselves as active subjects in the continuous pursuit of new levels of efficiency.
In recent years, this path has been made possible thanks to the development of a Port Community System (PCS), formulated also thanks to the active participation of carriers, and developed and managed by the Port Authority (AdSP) through an outsourcing contract with an important computer operator.
This platform made it possible to relate all the subjects of the La Spezia logistic system, starting from terminals, agencies and shipping companies to shippers, carriers and control bodies and took into account the specificity of the La Spezia in terms of space, product types and operating methods.
Today this important experience flows into the national logistics platform, managed by UIRNet, supporting member of TTS Italia, so to put the experiences of the major Italian airports on the net in search of further implementations and synergies, at local and national level.
The path taken by AdSP in collaboration with UIRNet will not entail any additional cost for the goods, as the same has been conducted without increasing new expenses.

TTS Italia at Future Mobility Week – 3/4 October 2018 – Turin

Future Mobility Week (FMW) goes down the street. The most complete event on hardware, software and services for new mobility will take place on October 3rd and 4th in Turin.
TTS Italia will be among the protagonists, as endorser of the event and as a speaker.
TTS Italia, in addition, represented by President Rossella Panero, will be among the speakers of the session dedicated to Smart Road and Infrastructures during the workshop on October 4 (9.30-13.30, yellow Room): the road network of the future should be imagined more abstract compared to what is happening today. It should be imagined as a neural network, in continuous movement and in feverish activity, as a group of connected entities. The road network of the future will therefore be designed directly by the entities that compose it, exploit it, travel it. It will not be just asphalt. Connections will run on asphalt, inside a system that will make cars, people, paving roads, traffic signs, traffic lights, institutions, companies, a multitude of sensors, and much more dialogue. Imagining the road network as a neural network is therefore the closest to reality: the road will be in many ways virtualized in the way people imagine it and the cars learn it, finding again full concreteness only at the point of contact between the asphalt and the tire.
However, there will be many other topics addressed in the two days:
- Sustainable and intelligent vehicle
- Mobility access and services
- New urban mobility
- Smart and sustainable logistics
- Smart road and infrastructure
Participation in FMW is for free but registration is mandatory.

In Rome the workshop Mobility-as a-service across borders” – 16 November 2018

Urban and intercity transport service providers are facing an unprecedented paradigm shift in the legal, social and technological norms guiding the transport industry, leading to a greater emphasis on multimodal ‘Mobility as a Service’ (MaaS) concepts and ‘one-stop-shop’ mobile app and platforms.
How should transport service providers make use of the latest technology and business models in order to remain competitive?
The 2nd Pan-European MyCorridor Workshop will look at the current social, business, legal, and technical environment for MaaS and provide a sneak peek at progress on the EU-funded and MaaS-enabled MyCorridor platform which is currently under development.  Workshop sessions will include several keynote speakers, demonstrations of MyCorridor, and an opportunity for service providers to get involved.
Join us in Rome at Hotel Londra & Cargill (Piazza Sallustio, 18) on 16 November to take part in the discussions and hear more about how service providers can participate in MyCorridor.
Participation is free of charge but registration is compulsory.

NEWBITS: a platform for networking and best practices exchange on ITS and C-ITS

Intelligent Transport Systems (ITS) have a great potential for making passenger and freight transport greener and more efficient. Nevertheless, the introduction of ITS applications to the market remains a major challenge. Collaboration of different stakeholders is thereby key for success. The H2020 project NEWBITS (New Business Models for ITS), also involving TTS Italia among partners, has now launched the NEWBITS Network Platform (NNP) under www.newbits.eu to address these issues.
The NEWBITS Network Platform (NNP) is designed to accommodate the structure of a Community of Interest (CoI), which is a gathering of different stakeholders with common goals, interests and/or environments. The CoI is configured to foster a fully integrated network approach to craft business models for ITS via the NNP.
The NNP provides a single point of access to information related to the NEWBITS Community of Interest, and aims at becoming an ITS-focused information and collaboration tool in Europe that will foster awareness of relevant ITS projects, ideas, products and services globally.
Representative for the key ITS business areas, market segments and transport modes, there are four groups in the CoI that can be distinguished according to the following applications:
• Sustainable intercity mobility
• Efficient traffic management systems
• Efficiency-maximising solutions for goods transport on water
• Railway customer satisfaction and safety
These groups attract relevant stakeholders from cities, transport authorities, infrastructure owners, transport operators, ITS service providers, academia, funding bodies, ITS associations, and end users. Core functions and tools of the NNP comprise:
• a news section – to share information on ITS related issues;
• a networking space – to foster interaction among stakeholders;
• a showcase of novel ITS projects, ideas, products and services – to attract potential clients.
Become a member of the NEWBITS Network Platform (NNP): Register now! To find out more about NEWBITS and current project news visit www.newbits-project.eu and follows us on Twitter (@NEWBITS_CITS) and LinkedIn (NEWBITS Project).

Smart roads for autonomous vehicles: AUTOPILOT project in Livorno– 19 October 2018

On October 19th, in Livorno, the "Smart roads for autonomous vehicles" event will take place within the European project AUTOPILOT (www.autopilot-project.eu), involving TTS Italia among the co-organizers.
The "Smart roads" covered by cars with automatic driving are not a distant future. Technologies already exist, but the added value for citizens and businesses depends on how they are integrated into services.
The AUTOPILOT project aims to demonstrate on 6 large-scale testbeds (5 in Europe and 1 in South Korea) that IoT (Internet of Things) technologies facilitate automatic guidance in several use cases for which testing is carried out in real time.
Livorno hosts the Italian pilot site, and the event will be an opportunity to demonstrate the results achieved so far, as well as to start a debate with citizens, institutions and businesses.
